Enhanced Airworthiness Program for Airplane Systems EAPAS is designed to enhance current airplane systems airworthiness programs at operator facilities, repair stations, and manufacturing plants based on data-driven initiatives developed under the Aging Transport Non-Structural Systems Plan.
Enhancement Areas The EAPAS implementation plan is organized into six major categories covering design, certification and maintenance of transport airplanes: • Training • Maintenance • Design • Research and Development • Wire Reporting • Information Sharing and Outreach
Enhancement Categories Near-Term • Raise awareness about aging system issues: • Enhancements/changes in training and maintenance programs • Training for FAA inspectors, engineers, and designees • Wiring Installation Policy Longer-Term • Establishment of aging systems management: • Changes in inspections and Instructions for Continued Airworthiness • Changes to FARs for improvements in certification and maintenance
EAPAS Major R&D Projects • Development of new technologies for wire testing/inspection (NDI) • Development of wire separation/segregation requirements • Development of wire performance requirements • Study effects of related and unrelated maintenance on wiring • Development of Arc Fault Circuit Breakers (AFCB) • Aging Mechanical Systems Studies
EAPAS Status Near-Term: • All EAPAS Near-Term enhancements have been accomplished. Examples are: • Issued a new policy on requirements for wiring installation drawing. • Developed an 8-hour “aircraft wiring practices” training, all FAA engineers and inspectors have received the training. • Developed an “aircraft wiring practices” Job Aid and placed on the internet to be used by all technical communities.
EAPAS Status Longer-Term: • All ATSRAC reports completed and received by the FAA January 2003. • Assessment of aging issues in small transport airplanes (6-30 pax) wiring has been completed. • The longer-term enhancements are expected to be completed by the end of 2004. Some R&D projects may take longer due to their large scope and/or continuous nature.
EAPAS Status continued Research & Development: • Aging Mechanical System Study (controls, hydraulics, etc.) is underway. • Single-phase AC arc fault circuit breakers (AFCB) have been developed and installed on commercial airplanes for data collection. • Three-phase and DC AFCBs are being developed. • Other projects such as non-destructive inspection (NDI) are in development.
EAPAS Status continued Rulemaking: • FAA in process of rulemaking based on the ATSRAC recommendations. • Noticed of Proposed Rulemaking (NPRM) is planned to be published in 3rd quarter 2004. • All rulemaking and related activities are in process with a full coordination and harmonization with the JAA and TCCA.
EAPAS Status continued • Outstanding issues with rulemaking: • Preliminary cost/benefit analysis may not support the implementation of all recommended enhancements solely by rulemaking. • Therefore, FAA, in conjunction with international regulatory authorities, may consider means other than rulemaking for implementation of some of the enhancements as appropriate.
ATSRAC: New Tasks FAA is in process of tasking ATRAC with the following items: • Task 11 – To: • If requested, advise FAA on alternatives to the proposed rulemaking • Assist in disposition of comments from an EAPAS NPRM • Provide technical and economic data • Task 12 – Assist in review and implementation of aircraft system R&D products • Task 13 – Develop an enhanced wiring inspection for small transport airplanes
Summary • Participation of international airworthiness authorities and industry is vitally important in successful implementation of EAPAS program. • Implementation of the EAPAS near-term and longer-term improvements will mitigate the potential safety concerns in aircraft wire systems. • The proactive mechanical systems study will successfully identify possible aging issues in the transport mechanical systems. • With addition of the aging small transport airplane systems study, a wide coverage of aging issues for both large and small transport airplane categories is ensured.
