NATIONAL EDUCATION STRATEGY 2003-2012 Resolution of the Parliament No. IX-1700, 4 July 2003 • management shall be decentralised and de-concentrated according to the principle of subsidiarity; • the independence of schools – learning communities – shall be reinforced, and transparency of their activity ensured; • strategic planning shall be introduced on all levels of education. The education information system shall be developed, capable of timely provision of information that is necessary for education managers of different levels and social partners. Political decisions shall be groundedon reliable and comprehensive information and analysis thereof. A contemporary self-evaluation and assessment culture shall be introduced on all levels of education; • the genuine financial independence and transparent financial accountability of schools shall be reinforced;

New Government program 2009-2012 541. We shall seek our objectives in line with the following principles: – decentralization of the system of education and science, elimination of bureaucracy, – active participation of schoolchildren and their parents and responsibility, – independency of school communities, – professional management of education and science institutions.
New Government program 2009-2012 582. We shall withdraw the current attestation of teachers and heads. 578. Parents shall have the right to makedecisions at schools. The head of school will be selected for a time-limited period by means of a competition taking account of the results of management test and psychological eligibility test. 579. In case the results of school activity are negative, there will be a possibility to depose the head of school prior to the fixed period. The school board will have the right to initiate such a procedure.

The school itself will in fact deal with the issues concerning the internal structure of school, economy, work visits, participation in associated structures. 583.The schools themselves will be allowed to decide on what kind of and how many workers they need and on their wage in line with the procedure adopted by the school’s board.

We shall establish the model for quality management system at school, we shall motivate heads of education institutions to improve theirskills in the fields of management and strategic planning, advanced methodologies of informal, informal alternative education. 584. We shall change the centralized system of teachers’ qualification improvement into the system when ‘a teacher chooses the provider’. 592. We shall plan incentive measures for schools that provide the biggest added contribution by creating favourable conditions for them to repeat and transfer their success. We shall identify problematic schools and take measures to reorganize them in case the situation does not improve.

NATIONAL EDUCATION STRATEGY 2003-2012 Resolution of the Parliament No. IX-1700, 4 July 2003 To implement its mission, education should help Lithuania and its society to achieve the following strategic goals: 1) to find lodgement in the cultural and economic area of the West; 2) to develop the democratic culture of the country; 3) to nurture solidary civil society; 4) to strengthen the national security; 5) to preserve the national identity; 6) to create and develop a knowledge-based competitive economy; 7) to ensure employment of people; 8) to achieve substantial reduction of social exclusion and poverty.
