WRAP – Support to Local Authorities • Our support programme has been informed by… • feedback received during the development of WRAP’s new Business Plan 2011-15 • priorities for WRAP for the next 4 years • Government Review of Waste Policy in England • budgetary considerations • Broad shape of the support programme remains the same but there are changes • there are some new areas of work • we have stopped some activities

Support to Local Authorities – context Waste services are ….a matter for local authorities to develop fit for purpose local solutions • WRAP’s role is to • …provide information, evidence and advice to inform local decision making
What we offer – 1:1 advisory support • Focus on planning & implementing changes to collection services: • Procurement of collection service contracts (non-iESE framework procurement) • Delivering service changes in-house e.g. adding new materials (e.g. food waste), changing service profiles • Harmonisation of collection services across LA areas • Marketing materials – obtaining competitive prices, consortia approaches, contracts, good practice • Support available on services to households and/or businesses
What we offer – prevention & reuse Reuse • Development of local reuse partnerships • Service reviews and advice on collecting for reuse • Some capacity, to help TSO partners on marketing, business plan development and interim management • Prevention • Responding requests for information & signposting to toolkits, case studies, etc • Workshops to help determine local priorities • Peer reviewing plans and strategies
What we offer – communications • Direct funding for local campaigns is no longer available except in London (Recycle for London) • Some capacity to deliver 1:1 advice as part of advice on service changes • Resources will continue to be developed under 'Recycle Now' & 'Love Food Hate Waste‘ • e.g. new LFHW resources have recently gone live www.LoveFoodHateWaste.com/partners • New collateral and resources will be developed to promote reuse and recycling-on-the-go
What we offer – training • Training – wide range of courses & workshops for waste professionals • Dates for Recycling Managers Training courses and commercial waste workshops already posted; others will follow • For the time being training continues to be fully funded for local authority staff • More information on WRAP’s website: • www.wrap.org.uk/latraining
What we offer – also… • Information, toolkits, good practice guides • Available shortly, includes - Bring sites for C&I recycling - Reuse & Recycling of Bulky Waste • Planned, including some new areas of work • Textiles • Recycling-on-the-go • Further work on plastics – bottles and mixed • Further work on business waste collections • Updating previous guidance on HWRCs • Working with Defra on reward schemes
iESE & WRAP – closer working We both… • provide support to local authorities • receive funding from Defra • have to be more focused in terms of the support we offer Hence we need to… • avoid potential for duplication • ensure our programmes are complementary and meet the needs of local government • ensure priorities identified by Defra are addressed • provide clarity to local authorities on who does what
iESE & WRAP MoU • Recently reached agreement on an MoU • This sets out • key areas of activity with specific responsibilities for delivery • areas where closer collaboration is required • It also sets out a basis for • discussing, planning, and reviewing our activities • annually reviewing the scope of the MoU • sharing information • A copy will be available on our website shortly
