Flag Selections Number to select is based on: • Total billets/positions • Known mandatory retirements • Known voluntary retirements • Anticipated voluntary retirements (Based on historical and socialized information) • O-7 Selects who have not yet been promoted • Desired contingencies Management goal is for equitable year groups

  3. Year Group Promotion year (and YG) July through June • Flag Officer PY 2010: 2 July 2009 through 1 July 2010 • All other pay grades are 1 July through 30 June…less emphasis now on year groups for O-1 through O-6 Year group is based on date of rank Flag Officer promoted on 1 July 2010 or earlier;PY10 (YG10) Flag Officer promoted on 2 July 2010 or later;PY11 (YG11)

  4. Promotions • RDML (O-7)(opening on the ADPL ) • Retirement • Additional flag positions • Promote to positions; currently 42 total positions • RADM (O-8) • Retirement • Additional flag positions • Equal or more (plus one) O-8 vs. O-7 positions

  5. Continuation Board 14 USC 290 RADM Continuation • May look at flag officers with four years • Shall look at flag officers with five or more years • Continue not less than 50 percent & not more than 75 percent

  6. Mandatory Retirement Whichever comes first: • Seven years combined service RDML/RADM(does not apply to VADM or USCGA Supt .) • 36 years active commissioned service (except ADM) • Age 62 (subject to change if Coast Guard Authorization Act approved)

This date will determine some key milestones throughout your flag career:       - Flag Date of Rank: 1 September 2009       - You are in Flag Year Group: 2010      - You will be considered for continuation as follows: Optional Year:  PY 2014              Mandatory Year: PY 2015      - Your seven-year Mandatory Retirement date is:  1 July 2017 Not applicable for Admiral/Vice Admirals/USCGA Supt.        - Your 36-year Mandatory Retirement date is:  1 July 2015   Not applicable for the COMDT - Promotion to RADM (O-8) is based on openings, retirements, or O-9/O-10 promotions

  8. IDPL Flag Officers Authorized two reserve flag billets (RADM/RDML) Not coupled with the ADPL Four years of service after appointment to RDML Promoted to RADM: • After serving two years as RDML • In case of a vacancy

Boards & Panel Participation Participation • O-7/O-6 selection boards (ADPL & IDPL) • Senior service school & major cmd screening panels • RPA selection board • O-6/O-5/PHS assignment panels Selection Considerations • Experience/specialty (Intel, Training, HR…) • Prior years’ participation • Individual schedules • Prior training (e.g., CAPSTONE, SSS…)
