Integrate ESSH into our research and operations 4. Comply with BNL ESSH requirements 5. Reduce risks, conserve resources, prevent pollution 6. Assist stakeholders with their ESSH needs 7. Participate in community and government initiatives

Life Sciences OSH Hazards • Chemicals (all classes including pesticides) • Biologicals • Radiation (ionizing, non-ionizing, UV) • Lasers • Toxic Exhaust • Compressed Gases • Cryogenic Liquids • Electrical • Noise • Oxygen Deficiency • Animals (Bite/Scratch/Allergies) • Clinical/Needlesticks/Bloodborne • Power Tools • Thermal (Steam and Cold)

Work Planning and Control 9% 8% SOP WP ESR 83% • ALL work at BNL undergoes an ESH review before inception • Experimental Safety Reviews (ESRs) • Work Permits, SOPs • Worker Planned Work • Your role: • Ensure all work has ESH review • Ensure all lab workers have reviewed ESR • Be careful of “Scope Creep” - amend for new hazards

ESH&Q Training and Qualification Training Requirements: • Experimental Safety Reviews • Facility Requirements • On the Job Training -- rely on PI and/or designee Status: • Goal >95% Training Completion >96% Employees; 94% Guests • Average Time/yr spent in training • BO Employee: 7.0 hrs, Guest: 6.5 hrs • MO Employee: 9.0 hrs, Guest: 8.0 hrs • Your role: • Maintain training and qualifications • Ensure all new students/guests/employees properly qualified. • Feedback any concerns or recommendations for improvement

New Initiative: OHSAS 18001 • 18001 is an international management system specification for Occupational Safety & Health (OSH) • Intended to help organizations identify and control OS&H risks and continually improve safety program • Developed to satisfy need for a recognized standard against which to be assessed and certified • Very much like 14001 Environmental Management System structure • Enhances work planning processes (ESRs, WPs) • The system that the Laboratory has chosen to improve and sustain safety

Key: Worker Involvement Evaluate risks of jobs (Job Risk Assessments and Facility Risk Assessments): • Get a group of workers together who perform the work or building to be assessed (ie. autoclave use, chemicals use) • Divide the job into a reasonable number of tasks • Discuss each task and identify the hazards presented • Discuss controls and decide if they are adequate or additional are needed to mitigate or eliminate hazard. • Share good practices and recommend improvements

OHSAS Implementation Status • Implementation ~90% complete • NSF Registration 10/12-13 • Finish JRAs/FRAs. • Approx 40 JRAs (3 remain) /6 FRAs (1 remain) • Complete Staff OHSAS Training • Improvements identified through JRAs/FRAs • Laser safety-alignment glasses (funded S2) • Machine Shops—anti-restart devices (funded S2) • Primate Work – move light switch, duress alarm pendants • Chemicals – incompatibles list for chemical storage • Your Role: • Know the JRA/FRAs that apply to your work • Participate in JRAs/FRAs when asked • Provide feedback to OHSAS Rep • BNL OHSAS Rep is Jim Tarpinian - Life Sciences OHSAS Rep is Ann Emrick

  11. Occupational Injury CasesLife Sciences • 6 Clinic visits in FY06. No lost or restricted work days BO • Turned ankle, foot caught in cabinet door, bee sting MO • Electrical shock from timer, hematoma-blood donation, fall when chair moved. • Goal--ZERO injuries

  12. Traffic Violations • Employees performance has improved dramatically. • Communicate Traffic Safety to guests (students, collaborators)

  13. Compliance Assessments:Tier 1 Program Tier I inspections are quarterly safety walk through of Labs, annual for offices. Main Issues found on Tier Is: • Chemical Storage, Labeling, Use (~40% findings) • Waste Management (~20% findings) • Housekeeping Your role: • Pay attention to ESH compliance in labs. • Ensure terminating staff/guests clean out lab spaces • Participate in Tier I inspections of your areas • Ask for help-Support is available if you have questions or problems with requirements

  15. Senior Manager Work Observations • ALDs and Depts Chairs will periodically observe work • Meant to educate Sr. Managers and improve safety performance

What You Need to Do.. • Continue work planning (experimental safety reviews, procedures, etc) • Participate and be aware of JRAs and FRAs • Focus attention on housekeeping, chemical safety, waste management in labs • Ensure guests are properly trained and aware of traffic safety on-site. • FEEDBACK--Share knowledge and insights
