Basic Evaluation Criteria • Basic Requirement • Solution must meet the letter and intent of the stated requirement. • Technical Performance • Approach must be feasible, achievable, complete, and supported by a proposed technical team that has the expertise and experience to accomplish the proposed tasks. • Cost • Costs must be both reasonable for the work proposed and achievable. • Schedule • Schedule must be reasonable, achievable, and complete. • Contractor Past Performance • Risk assessment based upon the probability of successfully performing the requirement.

Lesson Learned/Tips for Success • Please read the BAA. • Avoid repeating the requirement. • It’s never too early to think “COST SAVINGS”. • Promote your special approach/technology. • FULL disclosure of your Data Rights. • Submit early; no extensions. • Adhere to the communication procedures outlined in BAA.
