ATTRIBUTIONS OF THE IADB • Provide to the OAS and its Member States: • Advanced academic courses on military and defense issues • Technical advice to the States on dimining • Adminstration, security and destructionadvise of weapons inventory • Technical advice on the elaborations of Doctrines Documents and National Politics of Defense • Technical advice on the development of Confidence and Security Building Measures
ATTRIBUTIONS OF THE IADB • Technical and consultive advice on humanitarian assistance in case of disasters • Technical and consultive advice on Search and Rescue issues (SAR) • Keep the inventory updated of the Confidence and Security Building measures • Promote integration and cooperation with other regional and global organizations of similar nature • Promote integration and cooperation between civilian and military people from the Member States of the OAS

CONSIDERATIONS IN THE IADB THERE ARE OPPORTUNITIES FOR IMPROVEMENT THAT SHOULD BE USED TO ACT AS AN INSTRUMENT OF INTEGRATION AND COOPERATION, A CATALYST FOR TRANSPARENCY AND MUTUAL TRUST BETWEEN THE NATIONS: A VECTOR OF HARMONY, PROMOTING CONFIDENCE AND SECURITY IN THE AMERICAS THE IADB BENEFITS FROM A COLLECTION OF MILITARY PERSONNEL COMING FROM THE GROUND, AIR AND NAVAL FORCES OF COUNTRIES OF THE HEMISPHERE. THIS CONTINGENT HAS EXPERIENCE AND POTENTIAL TO ACT AS A MONITORING CENTER OF MILITARY AFFAIRS AND DEFENSE, EFFECTIVELY EXERCISING ITS ROLE AS AN ADVISOR AT THE HIGHEST LEVEL IN ITS AREA OF COMPETENCE.
CONSIDERATIONS ONGOING ACTIONS: • STIMULATE THE EFFECTIVE PARTICIPATION OF ALL REPRESENTATIVES FROM MEMBER STATES • PRESENT THE IADB AS A HIGH LEVEL ADVISORY ORGAN • PROVIDE SUPPORT TO THE CDMA • COMPLY RAPIDLY WITH THE DEMANDS OF THE OAS • ESTABLISH LIAISON OFFICERS AT THE OAS • EXPEDITE THE INTEGRATION PROCESS WITH THE OAS • INTEGRATE FULLY INTO OAS SYSTEMS
PERSPECTIVES • CONSOLIDATE INTEGRATION INTO THE INTER-AMERICAN SYSTEM • IMPLEMENT MECHANISMS FOR COOPERATION IN THE MILITARY FIELD • MONITOR AND EVALUATE THE DOCTRINE FOR ARMED FORCES COOPERATION IN SECURITY MATTERS • INTEGRATE WITH OTHER SIMILAR DEFENSE ORGANIZATIONS IN THE HEMISPHERES • EVOLVE INTO A MORE AGILE STRUCTURE TO MEET THE DEMANDS IN THE MILITARY FIELD AND IN DEFENSE

CONCLUSIONS • IT IS A CATALYST FOR TRANSPARENCY AND TRUST • IT HAS THE STRUCTURE OF THE COUNCIL OF DELEGATES TO ADOPT DECISIONS TO THE BENEFIT OF ALL MEMBER COUNTRIES • THROUGH THE IADC, THERE CAN BE DEBATE AND PROVISION OF SOLUTIONS TO ALL PROBLEMS OF MEMBER STATES • IT IS A KEY ADVISORY BODY ON MILITARY AND DEFENSE ISSUES FOR THE OAS • IT CAN HELP TO CONFRONT THE NEW THREATS, IDENTIFIED IN THE DECLARATION ON SECURITY IN THE AMERICAS, WITHIN ITS SPHERE OF COMPETENCE
