DECLARATION OF INTEREST • Project synthesis • Project presentation • Partnership • 5 cities for TN • 4 public authorities for WG • belonging to at least 3 Countries (balance between Competitiveness and Convergence) • Budget for Phase I • Interest for Fast Track Labelling • Letters of commitment
The Lead PartnerPrinciple • A public authority (a CITY for Thematic Networks) • Responsible for: • project implementation • coordination of partnership • administrative and financial management • communication (website) • Enters into Subsidy contract with the Managing Authority and in Joint convention with the partners • Lead Partner in no more than one URBACT II project simultaneously
ERDF and national funding rates • Partners from Convergence regions: • up to 80% by ERDF • Partners from the non-Convergence regions: • up to 70% by ERDF • Partners from Norway and Switzerland: • up to 50% by the respective national funds
Budget structure • Project coordination (incl. overheads) • Personnel (incl. staff costs) • Meetings organisation • Travel and accommodation • Communication and dissemination • External expertise • Equipment • URBACT Local Support Groups (min. 70 000 €) • Managing Authorities (min. 40 000 € - only for Thematic Networks)
Eligibility period Project costs are eligible from: • the date of approval of the Declaration of Interest by the Monitoring Committee OR • the date of formal submission of the Declaration of Interest by the Lead Partner to the Secretariat (at project’s risk).
Financial management system 3 options • Centralised (LP collects all PPs contributions and spends/certifies directly the whole budget) • Decentralised (every PP spends/certifies its own contribution) • Mixed (every PP spends/certifies part of its own contribution for ULSG and staff; the remaining contribution is transferred to LP)
Certification of expenditure (1/2) Procedure • The project expenditure must be certified by an external controller (i.e. certifying body); • Each partner shall propose its own certifying body in the Declaration of Interest / Final Application; • The national authorities of each partner shall approve the proposed certifying bodies. Official communication of the approval must be sent to the Secretariat.
Certification of expenditure (2/2) Requirements The partner’s expenditure cannot be certified and refunded if its national authority: • has not yet signed the Memorandum of Understanding with the Managing Authority OR • has not set up a financial control system validated by the Audit Authority
PRESAGE-CTE The procedures for financial accounting, reporting, monitoring and control shall be implemented through the on-line system PRESAGE-CTE.
