What is situation? • General information: • Total population of Mongolia – 2.65 mln population • Capital city – 1.2 mln of population; • 2nd largest city – 80,000 of people • 21 aimags • 355 soums • Average population of soum – about 3,500 • Average population at soum center – 1,100 • Major organizations: • Governor’s office – 12 officers • School – 25 teachers • Hospital - 2-3 medical personnel - doctor and nurses • Others – 1-2 staff

Academy of ICT essentials for government leaders • UN Asia Pacific Training Center on Information and Communications Technology (APCICT) • 8 modules: • Module 1. The linkage between ICT applications and meaningful development • Module 2. ICT for Development policy, Process and Governance • Module 3. E-government applications • Module 4. ICT trends for Government Leaders • Module 5. Internet governance • Module 6. Network and Information Security and Privacy • Module 7. ICT Project Management in Theory and Practice • Module 8. Options for funding ICT for Development
National Workshop of Academy of ICT essentials in Mongolia • Date: December 10-12, 2009 • Venue: Conference Hall, Government House • Over 50 representatives of Government organizations: • Heads of ICT departments of Line Ministries; • Management and Senior officers of Government Agencies; • Program Managers of International Organizations; • Representatives of educational institutions. • Modules presented: • Module 1 “The Linkage between ICT Applications and Meaningful Development” • Module 2 “ICT for development Policy, Process and Governance” • Localization of the content: translation and including local content (Mongolian MDGs, 6 case studies related to Module 1 and Module 2)
Training for primary school teachers of Mongolia • MOECS and Catalytic Fund - “Education for All – Fast Track Initiative program”. • August 2009 • Over 2012 trainers trained to conduct training for over 8,000 primary school teachers • Training program, manual, presentations, guidelines and other materials are prepared • On improving knowledge and skills in using computers, software and applications, • On integrating ICT with teaching • On access to Internet and emails, Internet tools and services
Aptech WorldWide Mongolia • Started in 2007 • Have over 20 faculty and over 300 students • Programs offered: • ACCP – software engineers • Arena Multimedia • Aptech Plus – for secondary schools. • www.item.edu.mn
What can be done in the future? • Improve ICT related knowledge and skills of policy and decision makers • Enhance ICT skills of ICT specialists • Increase built ICT skills of teachers further, build skills of doctors, nurses, specialists, agricultural workers, citizens, etc.
What can be done in the future (cont-d 1) • For policy makers: • “Academy of ICT essentials for Government Leaders” • Conduct training for all government offcials both at central and local (aimag and soum) level policy and decision makers • For ICT professionals • ICT related skills • Network, computer maintenance basic skills, troubleshooting of hardware, software and other technical problems • Provide them with manuals, user guides, troubleshooting hints booklets, etc.
For teachers, doctors, nurses, police, agricultural workers, herders and others • Trainings to integrate Integrating ICT with teaching methodology, use ICT for keeping medical records, agricultural products, vendors/suppliers database, etc. • Training for all - teachers of secondary schools, doctors, nurses, agricultural workers, herders and others – trainings addressing specific needs of stakeholders • Enabling environment for networking, information and experience exchange among stakeholders from different soums, aimags and to UB with government officials.
Challenges • Develop ICT skills programs targeted to different stakeholders • Resolve funding matters • Coordination and cooperation between government, private and non-governmental organizations
