Overview • Section 8.18 of S.L. 2011-145 exempts the State Board of Community Colleges from the Administrative Procedures Act (APA) • Old: Chapter 23 of NC Administrative Code (NCAC) • New: State Board of Community Colleges Code (SBCCC) • Through the SBCCC, the State Board establishes policies that have the effect of law. • SBCCC is not a “one-stop shop”
