Budget Challenges • January 2016 – OMB informed the CSC account would be removed from the Operation of Indian Program Appropriation to it’s own separate line account • 29th January – Treasury Warrant for OIP received without the CSC Funding • 4th February – Unobligated CSC funding is withdrawn from OIP and are in unavailable status • 26th February – Treasury Warrant for New CSC Appropriation was received • 8th March – CSC funds posted to New appropriation • 11th March – Fund Distribution posted for Funding Documents received from OIS for CR#1 that were withdrawn from the OIP CSC account, then all open tribal obligations and drawdowns had to be moved from the OIP CSC account to the new line account. • TPA Processes and Procedures were updated and caused delays in getting funding out. At the same time we had a change over in staff. New staff learning processes and procedures.
