We recognised that this would require new approaches. This then led us to think about ‘toolkits’ differently: “How can a ‘toolkit’ be a learning pathway? How can we develop post-normal, co-designed toolkits rather than maladaptive toolkits? How can we develop a learning community of practice with stakeholders? How should we build the learning community?
