Funding • No unfunded mandates • Continue progress on reducing the state discretionary reduction (now over $376 million) • Fund summer reading “camps” for students not reading on grade level after K, 1, 2, and 3
Pre-K • Transfer pre-K program administration and funding back to DPI
School Calendars • Align with community college opening dates
Charter Schools • Allow LEAs to authorize charters • Allow LEA schools to become charters and adjust funding rules (use state formulas for school- level state funds and distribute the remainder of state funds on a per-pupil basis)
Distribute local funds on a per-pupil basis except funds designated to support high poverty schools (distribute to charter schools based on local formulas)
All local charters to receive the equivalent of one-half cent sales tax for capital use (and broaden the definition of “capital”) • Grant optional charter flexibility to LEAs
Sales Tax • Grant exemptions for LEAs
Other Items • Teacher tenure? • Tuition tax credits and/or vouchers?
