  1. Board Policy F-10 Employee Compensation Adjunct Faculty May 2010

  2. Background • On March 1, 2010 the Board approved the administration’s proposed revisions to Board Policy, F-10, Employee Compensation, except for the section on Adjunct Faculty.

  3. At this meeting the Board requested that the administration develop a compensation plan that would provide pro-rated compensation for adjunct faculty in relation to the full-time faculty compensation scale. • The suggested ratio was between 65-70%. • Administration developed a plan for adjunct faculty at the levels of • 65%, • 68.75% and • 70% of the full-time faculty salary scale.

  4. The staff reviewed options and the administration created a plan that would do the following: • Create a placement scale for adjunct faculty for steps 1-10, similar to the full-time faculty scale; • Ensure adjunct faculty compensation no less than 68.75% of a comparable full-time faculty salary for similar education and experience; • Allow adjunct faculty to maintain their market competitive salaries; and • Provide a long-term compensation plan for adjunct faculty. • Result in no frozen salaries.

  5. Determination of Workload • The workload relation between adjunct faculty and full-time faculty was determined to be at 68.75% . • 20.625 LEH = adjunct faculty max. workload

  8. Four Phases • There are four parts (or phases) to the new compensation plan: • Phase I = Initial Placement Scale Experience Credit 1-10 for New Hires

  9. Phase II involves conversion of current adjunct faculty • Grandfathering the current LEH rate for adjunct faculty over Step 10 (on FY10 Adjunct Faculty Salary Scale) • Adjusting any LEH rate for adjunct faculty that is less than 68.75% • Placements for adjunct faculty that have additional education (doctorate) or additional graduate hours beyond the masters degree for adjuncts currently on Steps 1-10 (on FY10 Adjunct Faculty Salary Scale) • Conducting initial placements for adjunct faculty scheduled for initial placements effective September 2010

  10. Phase III addresses an annual adjustment as approved by the Board of Trustees • Phase IV addresses the annual market survey.

  11. Phase I • Creation of an Adjunct Faculty Initial Placement Scale on Steps 1-10 on FY10 Adjunct Faculty Salary Scale for New Hires that represents 68.75% of Steps 1-10 of the full-time faculty compensation scale.

Experience Credit = 1 year of teaching/work on a full-time basis in an academic year Arts & Sciences: 1 full-time year teaching experience of 30 LEH or more at college level and 12 months prorated other teaching experience Workforce/Health Sciences: Same as Arts & Sciences and 12 months full-time directly related work experience

  14. Phase I • LEH Rate Calculation • The LEH Rate is the amount to be paid per LEH for the semester. • To determine how much an adjunct will receive for teaching a course, multiply the number of LEH taught by the LEH Rate. • For example, if a course is 3 LEH, and the LEH Rate is $1,007 multiply 3 times $1,007 (3 X $1,007 = $3,021).

Phase I • Initial LEH Rate Placements for new hires • Initial LEH Rate placement methodology includes full or partial credit for all types of teaching; only previous college-level teaching was used to place adjunct salaries prior to FY11. • Placement is capped at Experience Credit 10. • 1 full-time equivalent (FTE) is given for each academic year. • Once placed and LEH rate is determined, adjunct moves off placement grid onto a range of all LEH rates.

  16. Initial LEH Rate Placements • Arts and Science based on discipline related teaching experience • Workforce disciplines, Health Sciences directly related work experience and teaching experience

Initial LEH Rate Placements • Workforce and Health Science work and teaching experience will be used first to determine educationallevel and the remaining experience will determine the experience credit. Work experience used for an educational level may not be counted again for experience credit placement. • Full-time directly related work experience 3 months or more continuous duration with same employer; • Part-time directly related that was half-time or more and 6 months in duration.

  18. Initial LEH Rate Placements • Employees no longer need to wait a period of teaching two (2) semesters before initial placement • Adjunct faculty will be placed upon hire.

Full-Time Teaching Credit • Initial LEH rate placement credit will be counted for full-time teaching as follows: Experience Credit = 1 year of teaching/work on a full-time basis in an academic year Arts & Sciences: 1 full-time year teaching experience of 30 LEH or more at college level and 12 months prorated other teaching experience Workforce/Health Sciences: Same as Arts & Sciences and 12 months full-time directly related work experience

  20. Part-Time Teaching Credit • Initial LEH Rate placement credit will be given for part-time teaching at accredited institutions of higher education by using the following formula: • Total number of LEH (or credit hours) taught part-time at all institutions divided by 30 LEH equals the full-time equivalent years of teaching.

  21. Part-Time Teaching Credit • Thirty (30) LEH is the number of LEH a full-time faculty must teach to be counted as a whole year. The criteria for adjunct initial placement are the same as full-time initial placement.

  22. Phase II-Conversion Placement • Conversion Placement is for current adjunct faculty at or below Step 10 on the FY10 Adjunct Faculty Salary Scale. • Adjunct Faculty (Step 10 and under) will receive the higher LEH rate of either their current LEH rate or the conversion placement rate (68.75%). • Should an adjunct teach in two disciplines, the higher LEH rate will be counted. • Conversion placement is for educational level.

  23. Phase II • Adjunct Faculty over Step 10 • Current adjunct faculty that are over Step 10 will be “grandfathered” with their current LEH rate on the FY10 Adjunct Faculty Salary Scale. This establishes their LEH Rate. • Future placement will be made on these adjunct only in such cases • where they have earned a PhD, or earned additional graduate hours in the teaching discipline to qualify for Level movement. • Such placement will be capped at Experience Credit 10.

  24. Phase II • Adjunct Faculty over Step 10 • MFA degrees prior to FY08 currently on the PhD level (Level 2) will be grandfathered into Level five (5).

  25. Phase II • Initial Placements for Adjunct Faculty who qualify for an initial placement effective fall 2010 • Each year in the fall new adjunct faculty qualify for initial placement on the salary scale after two semesters (fall, spring or summer).

Phase II • Adjunct faculty in this group will need to supply the following documentation: • Verification of college level teaching • Teaching experience other than college-level teaching • Graduate hours in addition to the Masters degree in the teaching discipline, if at 24-44 or over 45 hours • Directly related work experience, only for Workforce, including Health Science adjunct

  27. Phase III-Annual Increase • If the Board approves an annual increase for adjunct faculty, the adjustment will be given in proportion to the number of LEH taught in the prior academic year.

  28. Phase III-Assumptions for Scenarios 1 and 3 • There are no steps on Adjunct LEH Rate Scale. • Full-time faculty have steps on their salary scale. • All references to steps in this section refer to full-time faculty steps. • The difference between steps on full-time salary scale is 2%. • The Board approves a step (2% on the full-time faculty grid). Any amount over 2% is for cost of living, inflation, etc. • 20.625 LEH is the maximum workload for adjunct faculty. This is 68.75% of 30 LEH required by full-time faculty for annual increase.

  29. Phase III-Example: 2% Annual Increase • Adjunct Jones has a current LEH rate of $941 (A) and teaches 6 LEH (B) for the year. • The Board approves a 2% annual increase (C). This is 2% for the full-time faculty step and no additional increase. • Divide 6 LEH (B) by the maximum adjunct workload of 20.625 (D) = Proportionate rate for raise of 29% (E) • Multiply the 29% (E) by maximum adjunct workload of 20.625(D) = $6 proportional increase per LEH (F) • The new LEH rate for Adjunct Jones is $941 (A) + $6 (F) = $947 (G)

  30. Phase III-Example:4% Annual Increase • Adjunct Smith has a current LEH rate of $941 (A) and teaches 6 LEH (B) for the year. • The Board approves a 4% annual increase (C). This is 2% for the full-time faculty step and 2% additional increase. • Divide 6 LEH (B) by the maximum adjunct workload of 20.625 (D) = Proportionate rate for raise of 29% (E) • Multiply the 29% (E) by maximum adjunct workload of 20.625(D) = $6 proportional increase per LEH (F) • The new proportional increase LEH rate is $947 (A + F) • Then, the 2% additional increase is calculated by dividing Adjunct Smith’s proportional increase LEH rate of $947 (G) by 2% additional increase = $19 (H) • The new LEH rate for Adjunct Jones at the 4% annual increase is $947 (H) + $19 (H) = $966 (I)

  31. Phase IV—Annual Market Survey • For adjunct faculty the relevant comparison market shall be the ACC Full-Time Faculty salary scale at the bachelor’s, master’s and doctorate degree levels. • The methodology to determine market competitive salaries shall be to conduct the annual full-time faculty salary survey in compliance with the Board policy and then, to determine the minimum adjunct faculty LEH rate at the bachelor’s, master’s and doctorate level.

  32. Phase IV • The lowest minimum LEH rate shall reflect no less than 68.75% of the comparable full-time faculty rate at the same education and experience.

  33. Phase IV • If market adjustments are made to the full-time scale and approved by the ACC Board of Trustees, similar prorated adjustments will be made to adjunct faculty compensation.
