He is making general statements about war. This can include civil wars and international wars. • It also includes an internal war within a person about whether they should do something about war and conflict or if they can just continue to ignore it. • How is this conflict being encountered or dealt with? • The conflict is simply being ignored. The author is implying that people ignore wars and destruction because it doesn't affect them. Even though others are loosing their lives to war. • The people affected by the war are 'looking up' to find freedom. They are attempting to relieve themselves from this destruction but they need the help of others. • The conflict is not being dealt with. It is allowed to continue and the author wonders when it will stop.
