  2. AFILAND FEDERAL AVIATION ACT (AFARs)(CE1)

  3. Assume function of Liason with ICAO through Ministry of Civil Aviation Establishment of Federal Aviation Organisation headed by CEO Empowerment & Delegation Provision for certification (Pel, Ops, Air, AMO, AGA, ANS.) Provision for Search & Rescue in coordination with Ministry of Defence Provision requiring AAIB to provide aircraft accident investigation reports and safety recommendations to FAO. Provision for SMS to support State SSP AFARs 2009

  4. Authorisation for FAO to delegate certain functions to other organisations. Ensure provision of ATS, Met Services, SAR, Aerodrome Services for international flights. Provision for FAO to develop, issue, and revise operating regulations and rules according to ICAO SARPs. Provision for interstate exchange of aircraft according to Article 83 bis AFARs 2009

Provision of additional orders /directives and instructions in support of safety oversight functions Provision for aircraft certification including validation of certificates thereof Provision for revocation, suspention or cancellation of licenses, certificates, approvals or authorisation in cases of breaches. Provision for amendment of Regulations to keep pace with SARPS Provision for exemptions and filing of differences with ICAO. Schedule of fines & penalties AFAR 2009

Airworthiness Inspector Duties & Responsibility • Assessment of aircraft for issuance of Cof As & validations • Conduct of Surveillance on AMOs, AOCs, ATOs • Licensing of AMEs • Participate in inspections for issuance of AOC • Registration of aircraft • SMS certification • Resolution of Safety concerns

  12. Airworthiness Inspector Qualification & Experience • Degree in aeronautical engineering • Holder of AME licence • 5 years experience as certifying engineer • Computer literate • Strong interpersonal skills • Analytical skills

Receive PASI – provide guidance/list requirements Receive formal Application – process Documentation evaluation Conduct demonstration and Inspection – schedule inspections/inspect operator activities/ capabilities/ advise operator of deficiencies Approval – final assessment for compliance; compile final report; issue/denial of certificate LISENSING,CERTIFICATION &APPROVAL (CE6)

Enforcement (CE8) • Promptly advise license/certificate holder of deficiency and provide deadlines for corrective action • Follow up initiated to determine corrective action • Conduct repeat inspections • If deficiency not corrected within deadlines,iniate suspension/revocation/cancellation as appropriate
