Policy Brief, cont’d • Developed by CCSSO State Support Team Network members in eight states • Alabama, Arizona, Illinois, Indiana, New Mexico, Ohio, Pennsylvania, and Virginia • State capacity measured in terms of funding sources, number of school improvement personnel, number of districts and schools
Building Capacity • Nationwide, stable number of schools in need of improvement from year to year • Funding and staffing vary widely between states • Building capacity is crucial as each state maximizes its own human and fiscal resources
Internal Capacity • Support for school improvement involves many departments within the SEA. • One component of building capacity is structuring collaboration within the SEA.
Example • Alabama Accountability Roundtable • Permanent, ongoing, cross-department leadership team that guides and informs support for school improvement
Discussion • What are the opportunities in your state for structuring internal collaboration across departments to guide and inform support for school improvement?
External Capacity • There are concerns that school improvement cannot be sustained without district involvement. • Many states lack SEA staffing to serve every school in need of improvement.
Example • Ohio Regional School Improvement Teams • Extend SEA capacity through a network of regional organizations and builds LEA capacity by working with District Leadership Teams, not schools
