ICPD Beyond 2014 Review and the Post-2015 UN Development Agenda September 2012
ICPD Beyond 2014 Global Review • GA Resolution 65/234 on the assessment of the state of population and development and the implementation of the Programme of Action (PoA) of the International Conference on Population and Development (ICPD) beyond 2014, stresses the importance of integrating the population and development agenda in global processes, taking into account the need for a systematic, comprehensive and integrated approach to population and development issues.
Multi-stakeholder responsibility for the review • UN system, civil society and all other relevant organizations of the United Nations system requested by 65/234 to undertake the ICPD Review. • Member States requested to assess implementation of the PoA at country, regional and global levels • 2014 CPD and UNGASS will assess the outcome of the global review • UN System stakeholder group convened by UNFPA to decide on approach, methodology and activities, including division of labor • UNFPA has held regional and global consultations with civil society organizations and youth groups on their involvement and contribution to the global review.
Methodology • The assessment process is based on a data collection that enables comparability of results and involve Governments, civil society as part of a consultative process for validating the surveys • The core module includes an ICPD Country Implementation Profile (CIP), based on an agreed list of process and impact indicators and a questionnaire that is being filled through a consultative process. • Due attention is being given to the recording of operational aspects that either support or hinder the achievement of the goals of the ICPD PoA, including different aspects of policy, governance, national ownership of programmes, coordination within governments and among implementing agents, and resource allocation and management.
Three mandated reports will be delivered: 1. The SG’s ICPD Review Outcome Report, including recommendations on the way forward. 2. SG’s Summary ICPD Review Outcome Report 3. Index Report of key issues for implementation identified in the 2014 session of the Committee on Population and Development (CPD) The three reports will be the basis of an UNGASS in the fall. There will be no renegotiation of the ICPD PoA.
ICPD Review and the Post- 2015 UN Development Agenda • UNFPA actively participated in the preparation of the SG Report: “Realizing the future we want for all”. Report includes population dynamics, reproductive health and protection of reproductive rights • UNFPA co-led in the preparation of the Population Dynamics think piece and contributed to other pieces including the one on Health • The ICPD Review is identified by the SG’s report as source for identifying key priorities in the post-2015 UN development agenda • A key objective of the ICPD Beyond 2014 Review is to facilitate the integration of the population and development agenda into the UN development agenda beyond 2015 and ensure meaningful development outcomes.
Linkages with the Post- 2015UN Development Agenda • Substantive: Importance of population dynamics, reproductive health and protection of reproductive rights in the SG’s vision and road map for the post-2015 agenda. ICPD review identified in SG’s report as source for inputs. • Coordination: Lead role in preparing a think piece on Population Dynamics, active contribution into other think pieces including one on Health. • Linkages: The opportunity of linking the ICPD Review with the Post MDG consultations and other national level dialogues on post MDG framework with data from ICPD global survey and the regional analysis of data by UN Regional Commissions.
