What is Open Source? • Open Source: a philosophy of free access and distribution, first applied to software but now expanded. • Open Source Data: data that is available to the public • It may not be free. May contain PII. • Officially publicly released vs. publicly available: Wikileaks • Open Source Intelligence (OSINT) data: • Defined in Public Law 109-163-931 (2006); 108-456 (2004) • Produced from publicly available information and collected and used for intelligence purposes. • It may not be free. May contain PII. May be OUO. • After collection, may become classified.

Open Source Center Open Source Center – gathers and analyzes the content and behavior of radio, television, press agencies, periodicals, books, Internet, databases, gray literature, deep web resources, and other openly available information to provide insights and perspectives of world events for intelligence use. Supports all government agencies Content cannot be disseminated to public Libraries, databases, collections, custom products, training Librarians, geographers, linguists, analysts, editors, multimedia experts, and subject matter experts
Gray Literature, Deep Web • Gray Literature: open source information material not found through normal systems of publication, often lacking bibliography: • Trade show and conference proceedings • Research institute publications • Local government information • Many topics: business, medicine, industry, science • Deep Web: Information on the internet that is open, but not retrievable through normal searches: • “Below the surface” • > 90% of web information may be deep web
