Office of Public Engagement • Includes: • Rural Secretariat • Voluntary and Non-Profit Secretariat • Youth Engagement Office • Strategic Partnership Initiative • Access to Information and Protection of Privacy Office. • Existing mandates will not be diluted
Office of Public Engagement • “The new mandate of the Office of Public Engagement will ensure every department can launch effective, targeted and interactive public consultations, including social media and rich information resources, • The office will build on the existing strengths of current functions and coordinate the efforts of departments to increase access to information resources. • It is a clear demonstration of our commitment to open, accountable and transparent government which includes pro-active disclosure of information to the people of Newfoundland and Labrador.”
VNPS Overview • The Voluntary and Non-Profit Secretariat advises government on policies and issues affecting the volunteer and non-profit sector in Newfoundland and Labrador. • The office was officially announced in Fall 2007 and it was fully staffed by December 2009. • Currently there are 7 staff members.
Mandate The mandate of the Voluntary and Non-Profit Secretariat is to enhance and support the contribution of the volunteer and non-profit sector to the well being of all our communities by: • Strengthening the relationship and improving collaboration between the provincial government and the volunteer and non-profit sector. • Enhancing the ability of the volunteer and non-profit sector to meet changing community needs. • Promoting volunteerism and social enterprise. • Facilitating the development of provincial government programs and policies which support the volunteer and non-profit sector. • Fostering innovative and creative collaborative approaches.
Existing Data & Information • Currently VNPS has no primary data • Rely on Statistics Canada for national and provincial level data • Heavy reliance on CSC data and anecdotal information
Existing Sector Data • Approximately 5,000 community-based groups and organizations. • Approximately 2,000 are formally registered (incorporated) non-profits and 1,100 are registered charities (CSC). • Estimated 23,000 employees. • 35 million volunteer hours annually 12
Census of NL’s Volunteer and Non-Profit Sector • Partnership between Memorial University’s Harris Centre, VNPS, and the Newfoundland and Labrador Statistics Agency. • All information to be collected under Statistics Act: • Name of group and primary contact • Mandate • Type of Organization (Charity, registered, non-registered) • Number of paid employees and volunteers • Census project has two phases: • Data collection to create an inventory of organizations and a basic profile of the sector. • Labour market survey to collect basic info on gender, positions, wages benefits, etc. Also assess training needs and opportunities.
