New EU Type approval regulation: the future of motorcycles in EU • What is at stake? • New rules defining the technical conditions new motorcycles have to comply with in order to be allowed on public roads in Europe • mandatory ABS • anti-tampering (modification) • stricter emission rules • on-Board Diagnostics • Repair and Maintenance Information • Durability requirements
How politics work in Europe European Union Commission = EU Administration with agenda setting power Parliament = 751 elected representatives Council = member states representation FEMA needs to deal with 3 different bodies during a decision making process
New EU Type approval regulation: the future of motorcycles in EU • FEMA key lobby moments: • Organisation of a workshop at the European Parliament (02/2011) http://www.fema-online.eu/workshop • Parliament TV Broadcast opposing some industry arguments on tampering and durability (05/2011) http://www.fema-online.eu/index.php?mact=News,cntnt01,detail,0&cntnt01articleid=223&cntnt01returnid=57
New EU Type approval regulation: the future of motorcycles in EU Other actions include • Position papers • Lobby Members of the European Parliament • Broad communication about possible threats • Presence at relevant stakeholder consultations (Motorcycle Working Group at European Commission) • National lobby by FEMA members for the Council discussion
New EU Type approval regulation: the future of motorcycles in EU • Expected results • Recognition of amateur built bikes with easier type approval process • Access to Repair & Maintenance Information as existing today • Prevention of anti-tampering rules for motorcycle > 125cc • Abolishment of the 100KW limit • Durability requirements for manufacturers (40.000km) • LOST CASE: mandatory ABS

EU Road Safety communication 2011-2020 • Commission’s communication • http://ec.europa.eu/transport/road_safety/pdf/com_20072010_en.pdf • Improving education, training • Safer road infrastructure • Improve emergency and post-injury services • Protect VRU (incl. Motorcyclists) • Increase enforcement (by means ofvehicle technology) • Harmonisation and strenghtening of Road worthiness testing (+ roadside checks) • Promote the use of modern technology (active and passive safety, ITS)
EU Road Safety communication 2011-2020 • More specifically for motorcyclists: • Improving awareness of PTW riders by other road users. • enforcement on speed, drink and driving, helmet use, tampering and riding without licence • Encouraging research and technical developments • standards for personal protective equipment • use of relevant ITS applications (e.g. eCall) • Airbags • appropriate anti-tampering measures • extend to PTWs the existing EU legislation concerning roadworthiness testing • better adapt road infrastructure to PTWs (e.g. safer guardrails)
EU Road Safety communication 2011-2020 • EuropeanParliament’s report (pending vote) • http://www.europarl.europa.eu/sides/getDoc.do?type=REPORT&mode=XML&reference=A7-2011-0264&language=EN • Improvingindicators and data • Calls for greater account to be taken of the protection of vulnerable road users such as motorcyclists • In car driving lessons, greater attention should be devoted to PTWs and their visibility; • calls to bear PTWs in mind when designing road infrastructure and equipment • Urges to design roads in such a way that they do not present any hazards to motorised two-wheeled vehicles;
EU Road Safety communication 2011-2020 • points out that the standard guard rails used on European roads are a death trap for motorcyclists, and calls to take prompt action (including replacing the existing guard rails)
EU Road Safety communication 2011-2020 • Calls for the introduction of monitoring equipment by means of which speeding offences by motorcyclists can be systematically detected and punished; • Calls to adopt as swiftly as possible the Intelligent Transport System (ITS) specifications for priority actions relating to road safety; to draw up a proposal to fit vehicles with ‘intelligent speed assistance systems’ • Regards the phased, mandatory introduction of anti-brake-locking systems on all new motorcycles as an important measure • to make the carrying of warning jackets for all vehicle occupants compulsory

Motorcycling has a role to play • MESSAGE: • Powered Two-Wheelers make transport: • more efficient today, by saving time, public space and costs for purchase and fuel • greener tomorrow, exploiting new technologies faster, cheaper and more efficiently.
Raising awareness; changing the image • FEMA therefore works at raising awareness by • promotes eBikes to improve the image of all motorcycles • Supports events such as Clean Week 2020 • Chairs the election of the eBike of the Year Zero S electric 2011 eBike of the Year
Promotion of zero emission scooters and MCs Communicate about FEMA test ride of electric Superbike Present of eRacing teams during the International Motorcyclists Conference 2010 Invitateof EU officials to join the MEP-Ride on electric bikes Facilitate of contacts between eBike manufacturers and key stakeholders
MEP Ride 2011: raising awareness • In 2011 for the first time: • The MEP Ride started in front of the EU Parliament • The MEP Ride ended at Circuit Zolder, a famous Belgian race track • The MEP Ride opened Clean Week 2020, a unique event for alternatively fuelled vehicles held on the race track in Zolder
MEP Ride 2011: raising awareness • Over 100 participants • A lap around the circuit • Testing of electric motorcycles and scooters on the spot • Election of the eBike of the Year
Safety: change our image - Show our work and expertise • The EC Motorcycling Day for the Road Safety Unit • => All staff members (from administrative secretary to Head of Unit): • were shown the great variety of size, weight, style and performance of motorcycles and the relation btw cc/power • perceived to lack of conspicuity of motorcyclists and the need to raise car drivers’ awareness • Were illustrated the wide expertise from the motorcycle community • were taken on the road as pillions
