Partner or Collaborate? • Tribal Governments may choose to do either • Most common is collaboration - due in part to the government to government relationship • Non-profits generally create partnerships
Legal Implications? • Tribal Governments: due to sovereignty have a responsibility to their members. * Generally require formal documents for dealings with other entities, e.g. other governments, institutions, non-profits. * Council Resolution * MOU or MOA or Contract • Documents are legally binding and define responsibilities.
Protocol • Ensure that protocol is followed in planning partnership or collaborative. * Scale of Project * Resources and Responsibilities * Internal Policies and Procedures • Responsible Department/Agency/Division • Final Approval • Signature Authority
Successful Partnerships/Collaboratives • Formal documents clearly define each entity’s responsibilities • Communication: clear and consistent • Compliance: written guidelines for reporting, meetings, conflicts, deadlines • Completion, concluding, or terminating guidelines must be clearly delineated
