  3. The key word of CELINE: Rights, Training, and Migrant Women Work

CELINE starts experimentations which can bring positive answers to:- Scarcity of visibility of migrant women’s problems related to the labour market;- Structural myopia in reading social and cultural phenomena where the migrant women are nearly a mere appendix of men; - A strong discrimination in the female labour market, in addiction to racial discrimination of migrant people in the labour market. - Lack of social structures and services able to grant facilitation of integration process, within the social tissue and context of migrant women and their families.

  5. CELINE’s strategy develops through several SYSTEMACTIONS which complement each others and develop according to a transversal logic. In fact, the general aim is carry out and experiment real gender policies useful to the job inclusion and to the empowerment of female competences.

We can sum up the system actions as follows: -Territorial Analysis about the social and economic needs of our target group; -Experimentation of consultancies services for the target groups (women migrant), like Vocational guidance, activity of enterprise creation and competences balance;-Activity of Training; -Experimentation and Improvement of the context;* Opening of the Multi-ethnic Centre* Starting up of the Observatory * Starting up of the centre -Communication, Mainstreaming, Project Planning -Transnational activity

Taking stock of CELINE:-The phase about the survey has been completed by the eight interviewers, all immigrants, which registered the needs, requirements and expectations of the women which represent the most important communities in the area, through a collection and survey instrument created on our purpose. In the next days, the research report will be published during a workshop, and all the data collected will be enclosed in the databank of the project;- It has been opened the MULTI-ETHNIC Centre which is a strategic place for the system actions addressed to the target group; - The services, like the Vocational guidance, the activity about the enterprise creation and the competences balance, are ongoing; - The promotion of the project has been completed; - The times of the transnational activity have been respected.

  8. WHAT DOES CELINE HAVE TO DO?

To carry out innovation and experimentation about the gender policies for female immigration through the job inclusion, the starting up of the integration processes and the recognition of the citizenship right. To enhance the female resource in the social and professional contexts, taking in account the gender characteristics, the cultural aptitudes and the previous working experiences.

  10. -To start up the training course (300 hours) that let the women manage, independently, a part of the services in the Centre;- to start up the Observatory on the ethnic and gender discriminations; - to develop the services that the Centre will provide both during the project actions and according to a sustainable and continuity point of view; When we talk about services, we mean:a) Helping all the processes for which the job demand and job supply can meet.b) Planning the instruments useful to increase the employment levels and to make the off-the book employment emerged;c) the experimentation of new means that can inform about the job opportunities;d) developing processes related to the residence permit according to the new laws, the guardianship services, the supporting actions to the assistance problems and to the question on accommodation.

  11. STRATEGIC ACTION FOR THE CONTINUITY AND THE SUSTAINABILITY OF THE PROJECT

  12. The purpose of these actions is to guarantee continuity to the activities of the Centre. To reach this aim, we have:- promoted the objectives, the project and the partnership in specific contexts and intersdisciplinary ones; - carried out national and European project planning, which have the aim to give continuity to the Centre and to guarantee quality to the services and the opportunities for the target group; - promoted the CELINE partnership as Lead partner for the Action 3 of Equal Program, developed by Italy and oriented to the trasfer of best practices (other 6 regional projects agreed this network)
