1. Overall Message • There was permanent attention to the poverty issues during the last decade in Lithuania; • because of UNDP supported activitiesLithuanian public institutions and NGOs became better prepared for the EU Open Method of Coordination on Social Inclusion; • however, poverty still is too high for the period of successful economy

The Joint Inclusion Memorandum • outlines the principal challenges in relation to tackling poverty and social exclusion, • presents the major policy measures must be taken by Lithuania in the light of the agreement to start translating the EU's common objectives into national policies, and • identifies the key policy issues for the future monitoring and policy review
8. Preparation of JIM in Lithuania was supported by the thematic study “Evaluation and improvement of the capacity of all actors to address poverty and social exclusion’’

The main elements of the study • identification of relevant actors, their respective roles and reasons for involvement in combating poverty and social exclusion • actual and potential techniques and forms for the mobilisation of different actors • development of the actors’ capacity in the fight against poverty and social exclusion
