Leader in Lithuania • In Lithuania LEADER+ programme started in 2004, after our country joined the European Union • We have a LAG’s network • The implementation of LEADER+ programmeis planned in two activity fields – “Acquisition of skills” and “Implementation of pilot integrated strategies”.
LAG's establishment in Lithuania • 2004 – 28 LAG’s • 2005 – 31 LAG’s • 2006 – 34 LAG’s • 2007 – 45 LAG’s • Now we have 48 LAG’s • All Lithuanian territory is covered by LAG’s
Leader+: structure of the selection of LAGs • The Ministry of Agriculture – preparation of documentation for the call to submit pilot integrated strategies. • National Paying Agency – evaluation of administrative compliance and eligibility to grant support. • Independent experts appointed by the National Paying Agency – evaluation of the pilot integrated strategiesin terms of quality. • Project Selection Committee – recommendations on selected pilot integrated strategies. • The Ministry of Agriculture – final decision to grant support for the selected pilot integrated strategies.
Pilot integrated strategies • In 2004–2008 Lithuanian LAG’s have been submitting applications to implement pilot integrated stratiegies; • The total Leader+ budget from national and EU funds exceeds 2,7 mill EUR (EU and national funding); • NPA received 26 applications to implement pilot integrated strategies; • 10 pilot strategies were acknowledged as appropriate and supported.
Supported activities Support for activities related to acquisition of skills: • technical support for studies in rural areas and for preparation of pilot strategies; • informing and training of residents; • training of administrators, rural communities and LAG members; • spread and exchange of information and experience. Support for activities related to pilot integrated strategies: • implementation of pilot integrated rural development strategies; • participating in multilateral cooperation projects; • participating in network activities.
Activities of Leader center • Monitoring the demand for trainings among LAG members; • Executing LAG member training; • Organising of the seminars and conferences; • Providing information on rural development to LAG members and rural comunities.
Our plans for 2009-2013 • Lithuania has prepared the draft of National Rural Development Strategy for 2007–2013 • According to RPD project these measures will be implemented using LEADER method: • Local development strategies; • Interritorial and transnational cooperation projects; • Support of LAG activity, acquisition and use of skills. • The draft plan provides for implementation of LEADER method throught all measures under direction 3: • Estabilishing and development of small enterprises and diversifying non-agrocultural activities; • Development of countryside tourism services; • Rural heritage, revival of crafts; • Renovation of rural areas.
Our plans for 2009-2013 • While implementing LEADER method, support will be given to selected LAGs; • Local development strategies will be chosen according to criteria developed by the Ministry of Agroculture; • 48 local development strategies are expected to get support in 2007-2013 period; • That will cover all rural regions of Lithuania.
