Airport ZoningIs your Airport Protected? South Dakota 2018 Airport Conference
Agenda • Compatible Land Use – Keeping it Simple • What • Why • When • How
Compatible Land Use • Three Considerations • How does airport affect surrounding community? • How does surrounding community affect airport? • Does activity affect the severity of an incident?
How does airport affect surrounding community? • Noise impact to surrounding property owners • Land Restrictions to protect airport
Airport Land Use Planning Overview California Airport Land Use Planning Handbook Airspace Compatible Land Use FAA Part 77 “Imaginary Surfaces”
Airspace surfaces may be larger than you think! FAA Part 77 and FAA Design Surfaces
Airspace surfaces may be larger than you think! FAA Part 77 and FAA Design Surfaces • Surfaces vary in size dependent many factors: • Aircraft weight • Approach speed • Approach Minimums • Types of approach (vertical or non-vertical guidance) • Examples • Approach Surfaces: • Lengths Range 5,000-50,000 ft. • Widths Range 1,250 ft.-16,000 ft. • Slopes of Surface 20:1 to 50:1 • Departure Surface: 10,000 ft. long
Why is Compatible Land Use Important? • Required by Federal Grant Assurances (Commonly No. 20 and 21)
Why is Compatible Land Use Important? – cont. • Protect people on the ground. • Protect people in the air - airport users • Minimizes the costs of expansion • Protect the usefulness of the airport • Lost opportunity of expansion due to encroachment • Encourage Development
Height Restrictions Part 77 surfaces have a large footprint, but allowable heights increase dramatically outside the immediate vicinity of the airport Height map considers ground elevation and provides approximate allowable height
Land Use Land Use Zones Six zones based on: Accident statistics Types of aircraft operations expected Example: Prohibit homes and hospitals near runway ends and other areas that experience greater potential for accidents.
Minimize Wildlife Attractants • Minimization of Wildlife Attractants • Great Goal • Many considerations such as: • - Wildlife in your area • Flyways, wetlands, etc.
Recommendations • Develop a plan for the future of your airport • Incorporate public and community leadership (Try to create Public/Community Buy-In) • Develop Airport Zoning Ordinance and Zoning Maps: • Comply with Airport Design Standards • Comply with FAA Grant Assurances • Consistent with Community Needs • Facilitate the future needs of Airport • Each State/Community has a legal process for adopting zoning – Follow established regulations
