  1. Employee Reviews 5 Tier Performance Plan Via EmpowHR Work List

  2. Select “internet explorer”

  3. Enter the URL: https://icams.usda.gov/

  4. Read the warning and select “I agree to the above”.

  5. Enter your EmpowHR user ID and password And click on “HRIS Sign In”

  6. Employee clicks on “worklist”.

  7. Employee clicks on the “blue link” on the line with “employee views plan”.

  8. Employee checks the SUPERVISOR & REVIEWER boxes to make sure the supervisor FINALIZED the plan and the reviewer CONCURRED with the plan before doing anything. These boxes must be checked and contain a date before the employee takes action. If they are not, stop here. Notify your supervisor and wait to act until the supervisor instructs you to tak e action.

  9. Employee clicks on the “elements and standards” tab to view the elements and standards in his/her plan.

  10. Employee clicks on “view all” in order to view all the elements And standards in his/her plan.

  11. After reviewing the elements and standards, the employee clicks on the “performance plan” tab.

  12. 1. The employee clicks in the box to enter a check mark under “employee” next to “viewed/discussed plan” or the Employee can enter a check mark in the “refused to sign” block If he/she refuses to sign the plan as established . 2. DON’T FORGET TO TAKE SAVE!

  13. The employee may print the plan by clicking the ‘Create Printable Form’ button. Then click the blue link that appears and follow the instructions

  14. CAUTION TO EMPLOYEE! Ensure that you have entered a check mark in one of the 2 boxes in the employee box. Regulations require that you have a performance plan on file. You are responsible to review/discuss your plan with your supervisor and to fully understand every element and how your performance of that element Will be measured. If you don’t understand, ASK, ASK, ASK!

  15. After the employee certifies “view/discussion” or “refused to sign”, the plan will flow back to the Supervisor for Final Review
