  2. Clerk’s Office Goal: • For all eligible voters to be able to cast a ballot and have that ballot counted

  3. New Election Laws

  4. Registering to Vote • Residency: 28 consecutive days • No corroborating witness • No registration Saturday, Sunday, or Monday before election

  5. Photo Identification Required • 10% of voters did not have ID for July Special Election • 18% of voters did not have ID for August Special Election

  6. Acceptable Forms of IDExpiring no earlier than the last November election (11/6/12) • Wisconsin Driver’s License • Wisconsin Photo ID issued by Department of Transportation • U.S. Passport • Military ID Card

  7. More Acceptable Forms of ID • Certificate of Naturalization issued within last 2 years • Unexpired Wisconsin driver’s license/state ID receipt • ID card issued by a federally recognized Indian tribe in Wisconsin • Unexpired ID issued by a Wisconsin accredited university or college – must contain issuance date, student signature, and expiration date within 2 years of issuance, along with proof of current enrollment

  10. Election Officials Check ID • Name reasonably conforms to poll book • Expiration – after last general election • Photo reasonably resembles voter

  11. Voter Still Must State Name and Address

  12. No ID = Provisional Ballot • Not counted on Election Day • Only counted if voter gets ID to Clerk’s Office by 4 p.m. the Friday after the election • Added to official tally by Board of Canvassers

  13. Signing the Poll Book • Voters sign one copy of poll book • Exempt if unable to sign because of a physical disability • Voters who are able to sign but refuse cannot receive a ballot

  14. Exemptions • Military Voters • Voters Permanently Overseas • Confidential Voters

  15. Indefinitely Confined • Photo ID not necessary • Witness certifies name & address of voter

  16. Voters with Special Voting Deputies • Photo ID not necessary • Care Facility Authorized Representative certifies name and address of voter

  17. Absentee Voting by Mail • Send photocopy of ID with absentee request • Once ID is sent to Clerk’s Office, future requests will not require ID

  18. Absentee Voting in Clerk’s Office • Two weeks prior to election • In-person absentee voting ends Friday before election • Same photo ID requirements as at the polls

  19. Wisconsin ID Available for Free • Eligible to Vote • Do not have a Wisconsin Driver’s License or Wisconsin ID Card

  20. Documents Needed for ID • Proof of Identity • Social Security Card • Military Papers • Marriage Papers • Proof of Residency • Utility Bill • Paystub • Mortgage

  21. Documents Needed for ID • Proof of Name, Date of Birth, and Citizenship • Certified Birth Certificate • Valid Passport • Certificate of Naturalization

  22. Certified Birth Certificate • From State or County of birth • Fee • $20 in Dane County • varies from $7 (ND) to $30 (NY) • May take up to 10 weeks (NJ) • Proof of Identity often required • League of Women Voters available to help with process, 608-232-9447

Dane County Register of Deeds • Requires 2 Documents with your Name & Address • Utility Bill • Wisconsin Hunting or Fishing License • Government-Issued Photo ID • U.S. Passport • Checkbook • Health Insurance Card • Recently Signed & Dated Lease • Traffic Ticket • Family Member or Friend with Photo ID may Corroborate

  24. Changes to Election Schedule • Spring Primary: 3rd Tuesday in February • Spring Election/Presidential Preference: 1st Tuesday in April • Fall Primary: 2nd Tuesday in August of even-numbered years • General Election: 1st Tuesday after 1st Monday in November of even-numbered years
