How to Structure the Legislature • Conflict • Small States wanted equal votes for all states • States with big population wanted votes based on number of people in your state
The New Jersey Plan… • proposed by William Paterson • This plan proposed a one-house national legislature with representatives selected by state legislatures. • Each state will be able to cast one vote. • It also proposed a supreme court appointed for life by the executive officers.
The Virginia Plan… • proposed by Edmund Randolph • The plan favored the interest of the larger states, the smaller states feared that they would have no power. • This plan proposed three separate branches of government and a bicameral legislature where representation will be based upon states population or money contributions.
How to Structure the Legislature • Compromise • Senate will have 2 people from each state • House of Representatives will have votes based on population in the state
The Connecticut Compromise…part 1 • known as The Connecticut Compromise because Roger Sherman was from Connecticut • Members in The House of Representatives or the lower house will be appointed among the states according to population and they will be elected by the people. • In the upper house or the Senate, all states will have an equal number of representatives, which will be chosen by the state legislatures.
The Connecticut Compromise…Part 2 • The House has the power to originate all bills for raising or spending money. • The Senate favors the smaller states. Now with two senators each, every state has equal representation.

Slavery • Conflict • Southern States wanted their slaves to count in population to earn votes • Northern States said slaves should not count towards population
The Slave Debate… • Roger Sherman suggested that representation be based on a count of all free men. • The South wanted their slaves counted as whole persons (more population- more votes in Congress). • James Wilson wanted to get the issue out of the way quickly, and asked the Convention to adopt the same standard as that in the Articles: slaves would count as three-fifths persons.

Slavery Issue- part 2 • “It is better to let the Southern states import slaves than to part with them.”- • Roger Sherman (Conn.) • Since the Northern states and Southern states couldn’t agree on the slavery issue they “compromised” • The North had wanted to declare slavery illegal. • The South didn’t. But they did agree that by the year 1808 the importation of slaves must be ended. • This gave the South a 20 year reprieve on the issue of slavery.
