Ethical Codes versus standards A Code concerns: Definite organization, Definite environment, Certain branch, Whole sector. Values or standards?
Ethical Codes versus standards Build: Democratically (from below) By experts (from outside) Elitisticly (from above)
Reasons for developing the Codes Self-preservation Because if we don’t limit ourselves, the authorities will do that or We will be identified with pathology Promotion Because this way we can promote ourselves or We can proof we’re better than others.
Reasons fornot developing the Codes Ineffectiveness • Non-ethical activities are more effective or • Because nobody checks us (fare dodger) Lack of clear priorities • Because it is not settled what is more important or • We don’t know what we really want
POLISH EXPERIENCES Card of Principles for Non-Governmental Organizations 1996 Decalogue of NGO 1997 Card of Principles for Organizations which Monitor Activity of Public Administration 2001 Ethical Card of Ecological NGO’s 2001/2002
POLISH CHALLENGES What can be done to empower the Card (to be effective or ennobling)? What can be done to make the Card unequivocal and not full of platitudes? What can be done to assure that the Card is observed? What can be done in the situation where one is not obeying the Card?
POLISHCHALLENGES In contrast to the countries with strong democratical roots, where standards are coming more from social acceptance and self-organizational tradition, in Poland Card of Principles or Ethical Card would be strongly connected with the process of III sector institutionalization. What is more, this process will be satisfactory enough if organizations agree on basic standards( both ethical and operational), which are essential for the III sector (and its particular branches) in our conditions.
