Ⅰ. Background of the Survey Skills Training Program between NBS and Statistics Canada ★In November 1994, the letter of intent was singed by the premiers of both countries SIMP,One of the six projects between the Government of Canada and the Government of the People’s Republic of China ★ In October 1998, A Survey Skills Training Project Initiation Agreement was signed between NBS and Statistics Canada as a subprogram of SIMP ★ In September 1996, Memorandum of understanding between the Government of Canada and the Government of the People’s Republic of China concerning the SIMP was signed

Background of the Survey Skills Training Program between NBS and Statistics Canada ★Trend of the reforms on statistical survey methodology Planned economy: methods of collecting statistical data Regular overall statistical reporting system Socialist market economy: methods of collecting statistical data The periodical census as basis, the regular sample surveys as the principal method ★ Chinese conditions 3 million statistical workers in different places and different sections, of which there are 90 thousand statistical staffs in governmental statistical system

Contents of the Survey Skills Training Program between NBS and Statistics Canada ★China Survey Skills Manual was compiled in English by Statistics Canada ★Translation of Chinese by NBS, responsibility for printing and publishing of the manual both in English and in Chinese ★Production of the serial programs ★ A large scaletrainingon survey skills was conducted, finishing the training for 30 thousand statistical staffs within 3 years ★A set of video equipment supplied by Canada

Ⅳ.Introduction of Survey Skills Training Program between NBS and Statistical Canada ★In 2001, the Chinese side finished translation of the manual, Scripts writing and production of 21serial video programs ★In October 2001, A Training Scheme on Survey Skills from 2001 to 2003 was formulated Target trainees: 30,000 statisticians, among them 16,000 staffs are from the governmental statistical system Operation of the Program ★A news conference of videotapes and the manual was held ★ Issue the Survey Skills Training Plan in the governmental system

Ⅵ.Program Output ★ A total of 110 ,000 statisticians were trained , over fulfilled in achieving the target of the training 30,000 statistical staff as scheduled ★The ability of designing a plan of a sample survey and a questionnaire were Improved ★Skills of data audit and imputation were enhanced ★Techniques of interview were improved ★Basic knowledge of sample survey and skills were Popularized ★Video equipment provided by Statistics Canada has played a key role
