  4. 3. EMBs functioning and working methods: guaranteeing transparency. • 1. EMBs should function according to the principles of: • transparency, • professionalism • and efficiency. • 2. The integrity and impartiality of EMBs relies in: • how procedures are set and • decisions are made. • 3. To increase public confidence in the credibility of elections: enhanced public participation and transparency. • 4. The procedural framework must allow the rules laid down to be implemented effectively.
