A long term partnership between the two ministries • Twinning on road transport & safety control (finished) • Twinning on railway transport (ongoing) • The French Ministry of Transport is open for the development of cooperation beyond and after the end of the twinning project Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

The Resident Twinning Adviser:Mr. Jean-Claude Ebel • Civil Engineer and Regional Planner, • Previously Head of International Dept. in DIACT (Prime Minister Level; Coordination of SF in France); • Twinning Project leader in PL, LV, SK, HU; • More than 30 years of experience in the field of regional development at regional, national and European levels; Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

  6. The Resident Twinning Advisoris responsible for: • giving support to the Bulgarian beneficiaries; • coordinating twinning activities and coordinates the input of MS experts; • mobilizing the MS short term experts; • implementing-under the Project Leader-all contract activities; • monitoring the project’s progress; Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

The Short Term experts • From France: ministry of transport + agencies; DIACT, ministry of interior, ministry of finance, MAs at regional level; • From Hungary: ministry of transport; MA of SOP Transport (CF and ERDF); • From Portugal: General Directorate for Regional Development (Coordination of CF) Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

  8. The Short Term experts (2) • France: an old member state with a sound experience in the development of transport policy (long term scheme; PPP; TGV network, regionalisation of railways; etc.) • Portugal: a MS with a strong experience in the management of cohesion fund and major projects; • Hungary: a new MS which had to implement a SOP T and to face similar problems like Bulgaria a short time ago; Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

Activities • Described by the BC Project Leader; • Will combine expertise; training; workshops; study visits to FR, PT, HU; • Will follow up the contract; • Will be flexible and adapted to the real needs of the BC: M.A; final beneficiaries e.g. agencies Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

The twinning project: • We have to achieve common goals; • We have to achieve together warranted results; • We have to implement an easy system, reliable which works; • Within the SOP; we don’t have thousand of beneficiaries but about 10 beneficiaries which are almost public and which are known; • Our projects are almost major projects; Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

Component ASetting up framework for the managing authority of SOPT • Mission of Mr. Ebel (August 2006) • Activities start this week, • Mission of Ms. Lacorre foreseen from 13 to 17 November 2006, • First study visit to France planned for the end of December 2006 (18-22/12/2006), Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

  14. Component DEstablishment and Development of Monitoring Committee for Management of SOPT • Activities will be planned in parallel of activities of component A according to the needs and to the Bulgarian time table Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

First remarks and comments (1) • The degree of preparation of main projects according to the CF / ERDF funds is generally low. • Some projects possess the status of well developed ideas but without the data background able to fully justify them, other are at an advanced level of preparation but studies were made according to other criteria than EU funded projects… Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

First remarks and comments (2) • Non existence of general studies and general medium term strategic planning such a master plan transport. • This situation hampered the programming operations and its credibility, although all the project are consistent and well adapted to Bulgarian situation. First remarks and comments (3) • Some gaps between TEN-T objectives and national development objectives exists TEN-T projects such as corridor IV are not fully understood as traffic doesn’t justify yet investment and economic pay back of the infrastructure is not clearly demonstrated Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

First remarks and comments (4) • Break in transport programming between Operational transport programme and Regional Development programme (for road and for Urban transport) • Low degree of understanding of some new transport policies of the EU especially in Urban transport and mobility, clean urban transport, environmental analysis, socio-economic analysis… Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006

  21. First remarks and comments (5) • Unknown degree of definition, low degree of definition or unequal degree of definition of marketing of operators such as rail companies, road companies, urban transport companies… • Unknown economic environment, targets and financial framework for PPP financed projects although legal basis exists Twinning BG/04/IB/TR/02/UE Kick off meeting - 2 Nov. 2006
