Full Faith and Credit Clause • Article IV, Section 1 states: “Full Faith and Credit shall be given in each state to the public Acts, Records, and judicial Proceedings of every other state.” • Public Acts: Laws of the state. • Records: Documents like birth and marriage certificates. • Judicial Proceedings: Outcome of trials.

  3. Extradition • Article IV, Section 2: “A person charged in any state with treason, felony, or other crime who flees justice and is found in another state shall be delivered up to the state having jurisdiction of the crime.” • Translation: A fugitive who flees from law enforcement by crossing into another state, can be returned by that state to the original state where the crime was committed.

  4. Privileges and Immunities • Article IV, Section 2: “The citizens of each state shall be entitled to all privileges and immunities of citizens in the several states.” • Translation: Each state must recognize the right of any American to travel in or become a resident of that State – and allow every citizen no matter where they live – to buy, own, or rent property.

  5. Interstate Relations Practice • Directions: Think about each situation below and then identify the clause (Full Faith and Credit, Extradition, or Privileges and Immunities) that prohibits it.

  6. #1 • An Oregon city refuses to allow a high school student to attend class, because her family just moved there at the end of the summer. • Answer: Privileges and Immunities.

  7. #2 • Thomas Jones, a citizen of Wyoming, inherits a ranch in Colorado. The State of Colorado refuses to honor the inheritance document, because Jones is from another State. • Answer: Full Faith and Credit

  8. #3 • Ohio requires Pennsylvania citizens to show passports when they cross the border. • Answer: Privileges and Immunities

  9. #4 • The son of a Mississippi official commits a crime in Arkansas. He flees to Mississippi and lives there openly, despite efforts by Arkansas officials to bring him to court. • Answer: Extradition

  10. #5 • A woman from Vermont moved to New Hampshire four years ago, and New Hampshire will not let her apply for a chiropractor’s license. • Answer: Privileges and Immunities.

  11. #6 • An employer in California refuses to allow benefits to a long-time employee’s wife, because the employee’s marriage occurred in Oregon several years earlier. • Answer: Full Faith and Credit

  12. #7 • A New Yorker is not allowed to move to Florida. • Answer: Privileges and Immunities
