VISION, BROAD MANDATES/MISSION, OBJECTIVES OF LAKE VICTORIA BASIN COMMISSION
SHAREDVISION(2005) ENVIRONMENT, NR & ECOSYSTEM PRODUCTION & INCOME GENERATION LIVING CONDITION & QUALTIY OF LIFE POPULATION AND DEMOGRAPHY POLICY, INSTITUTIONS & GOVERNANCE PROTOCOL FOR SUSTAINABLE DEVELOPMENT OF LVB (2003)
OBJECTIVES To promote: equitable economic growth; measures aimed at eradicating poverty; sustainable utilization and management of natural resources; protection of the environment within the Lake Victoria Basin: and compliance on safety of navigation
MANDATES To promote, facilitate and coordinate activities of different actors towards sustainable development and poverty eradication in the LVB through: harmonization of policies, laws, std & regulations promotion of stakeholders participation promotion of capacity building and institutional development; promotion of research development monitoring, evaluation and compliance with policies promotion of programmes that target poverty & SD
SCOPE OF COOPERATION Water resources; Fisheries resources management; Agriculture, sustainable land use management; Forestry resources management; Trade, commerce and industrial development; Development of infrastructure and energy; Research, capacity building and information exchange; Maritime safety & security; Public health and sanitation; and Environmental protection and management

PARTNERSHIP FOR SUSTAINABLE DEVELOPMENT OF LVB • Through an Agreement signed in 2001 between EAC & 5 Development Partners + 1 • Objective = promote sustainable development in LVB • Establish a Fund = Partnership Fund • Contribution to the Fund USD 10 Million (main contributor the Government of Sweden + Sweden) • The agreement provides a platform to Development Partners + policy/decision makers (PCC) – enshrined in the Protocol for LVB
NATIONAL FOCAL POINTS AND MIN FOR EAC • National Focal Point Ministries – liaison between LVBC and Partner States • Ministries responsible for EAC affairs – policy issues • Financed by Partners States • Facilitate meeting of the Sectoral/Council of Ministers • The two are important that we subscribe to the principle of subsidiarity in our operations
POLICY AND LEGAL INSTRUMENTS • Protocol of sustainable development of LVB (2003) • Shared Vision and Strategy Framework for Management and Development of LVB (2005) • LV Transport Act (2007) + Regulations (2010) • Headquarters/Host Agreement (GoK & EAC) • Draft Information and data sharing protocol • Memoranda with Partners/CSOs • A number of Sectoral Strategies/Plans
PROJECTS- BUDGET ALLOCATION • Projects represent a large part in the LVBC Budget • Play an important role in accomplishing the LVBC mission defined in the Protocol, EACDS, SVSF and Strategic Plan (2011 – 2016)
STAKEHOLDERS PARTICIPATION AND INFORMATION EXCHANGE • Undertaken several studies (Trade, Biodiversity, WRM, ESA, Climate Change etc) • Hold biannual stakeholders forums – latest was held in 2012 in Entebbe Uganda • CSO – LVBC partnership • Knowledge Management Strategy/action Plan • Result Based Management Systems on going • Several thematic data base • LVB Resource centre (one stop shop)
CHALLENGES • None existence/weak laws/institutions dealing with trans-boundary issues; • Inadequate information/knowledge management systems; • Human resource capacity constrain (establishment) • Inadequate resources to undertake comprehensive research to inform policy formulation/development • Delay in finalization of the LVBC Bill (2010) • Inadequate office space to accommodate staff and facilitate meetings
PROPOSED INTERVENTIONS/PROGRAMS • Lake Victoria Basin Commission Institutional Capacity Enhancement Programme (coordination capacity related issues) • Lake Victoria Bioinformatics project II (extend to the entire region) • Lake Victoria KM Project – implementation of the KMS (2013) • Remote Sensing and Geographical Information System for LVB – data for resource management/monitoring • Construction of Lake Victoria Basin Secretariat Headquarters
