  3. Long term ambition for the adaption of speed limits to road standards Roads without median barrier with more than 2.000 vehicles/day must have a speed limit of maximum 80 km/h. Measures for higher speed limits shall be taken along roads particularly important for work trips and freight transports. The mix of new speed limits must not result in increased CO2-emissions or an overrun of limits for air quality or traffic noise.

Proposals to improve clarity/simplicity • STA already decided only to use 80, 100 and 120 in investment projects • 50, 70 and 90 proposed to be taken away - to improve clarity/simplicity - not needed due to crash violence principles - major safety and level-of-service advantages - minor environmental advantages combined with investments • 110 to be kept - many ”low standard” 110 motorway projects in the investment plan - very hard to decrease due to acceptance - very hard to increase due to environmental reasons

Estimated effects of new speed limits in Sweden at year 2025 • Accessibility • 2 million fewer vehicle hours/year for passenger cars along 1.200 km state roads, due to change of speed limit from 90 to 100 km/h. • 4 million more vehicle hours/year for passenger cars along 3.700 km state roads, due to change of speed limit from 90 to 80 km/h on roads with more than 2000 vehicles/day. • No change of speed limit 90 and 100 km/h along 7.700 km state roads without median barrier and with less than 2.000 vehicles/day. • Road safety • 20 fewer killed per year. • 60 fewer severely injured persons per year. • Environment • 14 000 fewer tonnes CO2-emission per year.

  9. This is a life saver! The purpose is not to nail as many as possible The purpose is to lower the average speed for safety reasons • 7 of 10 are positive • 78 % know that they are located on high risk roads • 45 % have changed opinion • 92 % know that the aim is to save life

The plan period 2014 - 2025 • New cameras • Main criterion: Busy roads and intersections with low safety standard • State roads: In principle at “all” roads with 80 and 90 km/h without median barrier and with more than 2.000 vehicles/day • Municipality roads: Low safety standard and/or with an overrun of limits for air quality or traffic noice • No cameras • Roads with median barriers • High safety standard • Good compliance with speed limits
