If we are going to evaluate educators and expect and monitor for improvement, we must not only provide relevant PD but PD of the highest quality. Registration: What Regulation Mandates 603 CMR 44.03: (License Renewal) • Except as provided in 603 CMR 44.07, each license shall be valid for five years, and may be renewed for successive five year terms upon the successful completion of the requisite number of PDPs as set forth in 603 CMR 44.05 (1) and 44.06(1) within a particular five year active period, based on a professional development plan that is designed to improve teaching and student learning and that is approved, if required, by the educator's supervisor. (2) Professional development points may be earned in the following ways: (a) PDPs may be awarded by registered providers to license holders who complete a professional development activity and demonstrate proficiency in the relevant subject area or skill through an appropriate end-of-course assessment that satisfies Department guidelines. b) PDPs may be awarded by, or under the auspices of, the Department, school districts, or educational collaboratives upon an educator's completion of a professional development activity in compliance with Department guidelines. (3) The Department shall develop and maintain a registry of professional development providers in order to facilitate access to information about professional development programs. Registration authorizes a provider to award Professional Development Points (PDPs) to Massachusetts educators.
Registration: What Regulation Mandates Automatic PDP Providers: ESE School Districts Collaboratives Additionally, do not register if you are: An Institute of Higher Education and plan to grant university credit or CEUs* or A CEU Granting Organization* (Nationally credentialed) and plan to grant CEUs ************ All other PD providers who wish to award PDPs must register with ESE. ************ To register, providers must complete a PDP provider application and be approved by ESE. * These entities provide college credits or CEUs that are then converted to PDPs by ESE. CEU = Continuing Education Units.
Awarding PDPs Awarding Professional Development Points: PDPs may be awarded if: The professional development is 10 hours or more (in total*) The PD includes an assessment of learning (end-of-course assessment or an observable demonstration of learning) The professional development participant has met the provider's criteria for mastery. PDP Certificate Template: A template is in development • PDP Certificates must contain: • The PD Activity • Total Hours • Dates • Purpose/Objective(s) of the PD • A Description of the Assessment of Learning • Provider ID (To be assigned by ESE)
Expectations of Providers Provider Expectations: Align your PD to the MA Standards for Professional Development Pay special attention to: Use of Educator & Student Information to tailor PD Providing additional Supports: Follow-up Assessing participant learning [Formative and Summative/Pre and Post] Resources Ensuring that PD content addresses elements of the Educator Evaluation Framework
