Quality Project Management • Project manager: in-country location. • Disbursement: keep the categories simple. • Procurement: Don’t let it drive the project. Get the best advice possible. • Bank improvements: Standard contracts are not suitable.
Political support without interference • Politics: Consider using political support • Culture: build on local customs and culture. • Bi-partisan: build support from all parties. • Representation: Ensure geographic and ethnic representation of the project and the agency.
Institutional set-up • Who takes it forward? • Authorising environment • Sri Lanka: Autonomous agency • Parameters: Business minded, private sector salaries, able to move quickly • National agency Vs project office • Facilitator Vs implementator
Overcoming opposition • Expect opposition • Stakeholder analysis • Consult widely • Communicate in local languages
Overcoming lack of capacity • Pathfinding: skills are not available • Partnership: consider ways of bringing together international and local firms. • Distance learning: As a means of exchanging information. • Bank capacity; we do not have all the answers, bring in external skills. • Facilitate: bring in private sector.
