  2. General Information • Only energy related CO2 emissions (IPCC category 1.A) • LULUCF are not taken into account • Data sources: • International Energy Agency • World Development Indicators • World Resources Institute (esp. CAIT) • 53 most relevant countries compared

  3. Country Sample • Comparison of all countries with relevant emissions: • All Annex I countries: • Kazakhstan • All Countries with a global emission share of 1% and higher: • plus Algeria, Argentina and Morocco

  4. Comparing Countries? • Common but differentiated responsibilities for climate change • different obligations • Different basic conditions • economically • geographically
