Why Education and Training is Needed • Background on the MHS:. • Unified coding and billing guidelines are DoD mandated for TPC, MAC and MSA. • New policies and procedures, UBO guidance, billing information, software, and business models evolve and change constantly. • Staff at the MTFs need the most up-to-date information to perform their jobs effectively and compliantly.

Education and Training Basics The Basics of Training Development: • Different people learn in different ways. • Education and training needs to be delivered in a way that can then be repeated at the jobsite. • Training needs to be comprehensible. Basic to advanced Universal Truths • There is no “one” best way to train. • Utilizing different methods has been proven to be more effective.

  4. Methods of Training Method 1 – PowerPoint Presentations Delivered through the UBO Website these can come from either developed education or presentations given throughout the MHS. Method 2 – Audio Conferencing and Video Teleconferencing scheduled presentations using a toll-free telephone number. Handouts provided through the UBO Website Method 3 – Web-based Training Self-directed distance learning presents materials through a website. Student reviews the material and answers a competency-based quiz. Method 4 – Webinars (Web Ex, Net Meeting, etc.) This combines the participant and their computer linked to the presenter through the web with a conference call connection. Method 5 – Workshops & Conferences Participants travel to a conference or workshop and choose topics/sessions of interest. Method 6 – Newsletter, Website, FAQ’s Participants can read information available on the website to gain information

UBO Learning Center • The UBO Program Office will be developing and deploying a UBO Learning Center through the UBO Website that will be dedicated to training. • A variety of training methods will be used. • A training calendar will be posted on the UBO Website listing monthly training. • There could be a monthly audio teleconference on a topic occurring, as well as featured power point presentations and web-based training. • These sessions will repeat based on volume of class size and interest.

Method 1 – PowerPoint Presentations Using Power Point Presentations Effectively: • Examples for power points topics would include materials presented at the annual education conference • When policy and guidance changes or new billing rules need to be communicated. • In future power points, we’d like to include speakers notes to enhance the bulleted material. • In future power points given at the annual conference, have some sessions recorded so the learner can utilize power point handout and have the presenter’s voice.

Method 2 – Audio Conferencing & VTC’s Using Audio Teleconferencing and VTC’s Effectively: Examples for audio teleconferencing might be: • Prior to new rate packages rolling out • Changes to the UBO Manual and Business Rules • A series dedicated to Corporate Compliance • E-billing Note: Audio teleconferences and VTC’s are always more effective when handouts are provided.

  8. Method 3 – Web-based Training Using Web-based Training Effectively: Examples might include: • PATCAT Assignment training • Injury Data Collection Note: web-based training is most effective when there is a self-assessment included that tests the competency of the learner.

  9. Method 4 – Webinars (Web Ex, Net Meeting, etc.) Using Webinar’s Effectively: Examples might include: • Cosmetic Surgery Estimator Note: Most effective when showing how forms, screens need to be filled out correctly.

Method 5 – Workshops & Conferences Using Conferences Effectively: It’s understood that not everybody can attend the annual educational conference due to time and money; however: • Slides can be utilized by MTF’s for training and education. • Participants of the conference can come back to their MTF’s and present training to other staff members. • Large numbers of participants can be trained in a variety of topics. Note: If the expectation is for the conference participant to come back and present, they need to know before they attend so they attend the right sessions. * (We’ll be talking more about the conference today after lunch)

Method 6 – Newsletter, Website, FAQ’s Effective Uses for Newsletter, Website and FAQ’s • Easy to access by users • Can be short reads – quick hits on topics of interest • Website is a great resource and can link learner to other sources of information. • Quarterly newsletters have the latest information • FAQ’s are compiled from the Help Desk and Conference questions.

  12. Summary • Training and Education is a key goal for the UBO Program Office for 2006 • A variety of training methods will be deployed to get training out to the field • Some training will be tied to the UBO Recognition Program and KPI measurement goals.
