  3. Top Seven Improvements of the Proposed Constitution • Clears up the gray area of authority within the organization, which causes confusion and frustration. The lines of authority are now clearly Jesus  Voters  Church Council  Sr. Pastor  Director-level Staff  Ministry Action Teams. • Moves the Church Council away from being managers/approvers. This frees up the Church Council to focus more on governing the organization (making sure proper structure and policies are in place) and visioning towards the future. Management responsibilities would then clearly fall on the Director-level staff members who are delegated authority from the Sr. Pastor to carry out the mission that the Church Council (including Sr. Pastor) envisions. • Replaces time spent by volunteers attending monthly board meetings with as-needed meetings to accomplish their specific ministry goals—less time spent meeting, more time spent doing. This opens the door for more participation since meeting dates can be more flexible than the current structure requires. • Streamlines the current call process, which is so time-consuming that we have lost good candidates who were called elsewhere while our process moves slowly forward. • Offloads a considerable amount of the Sr. Pastor’s administrative duties regarding personnel management to a new Personnel Committee so the Sr. Pastor can instead focus on being Shepherd, Leader, Teacher, and Preacher. • Establishes clear rules for the Church Council in a policy document that describes when and how to do something. (This is currently lacking.) • Adds contingency plans for events that are not addressed in the current constitution (for example, who has delegation authority if the Sr. Pastor position is vacant, or how to proceed if a slate of candidates for Church Council presented by the Nominating Committee is rejected by the Voters’ Assembly).

History • 2007: The voting body approved the Council to review governance • Same time-frame as the new Life Span Approach, Core Values, and Mission Statement • 2008 – 2009: Strategic vision was developed • Connect – Grow – Serve • 2008 – 2011: Economic challenges were the primary focus (over considering changes to governance) • 2012 – 2014: The governance process is being addressed as the main priority Improving Ministry.

Previous Approval by the VotersRegarding Evaluating our Governance • In the minutes of May 8, 2007 voters’ meeting, the voters passed the following resolution: • Be it resolved that Cross View Lutheran Church accepts the concept of the Visioning Team, Joy in the Journey, allowing each of the Boards to begin fleshing out the details of the recommendations provided in the plan. • Be it further resolved that the Church Council form governance, financial, and marketing task forces to gather information relevant to the visioning recommendations that can be shared in the fall. • Be it finally resolved that the Visioning team bring the detailed recommendations back to the voters in the fall of 2007 for final approval. • In the minutes of the November 27, 2007 voters’ meeting, the following motion was made and approved without modification after Phil Johnson gave a presentation of the new Mission Statement, Core Values, and Life Span Approach: • Be it moved, that the Life Span Vision, with its Mission Statement, Core Values and Programming be implemented as Cross View’s approach to ministry. • Be it further moved that the church council be responsible for the implementation and ongoing review of the Life Span Vision, its Mission Statement, Core Values and Programming.
