Training courses on the international standard ISO 14001 for Rosatom facilities (2003-2004) • 1-day training course “ISO 14001. International standard of environmental management systems” (December 4, 2003) • 3-day training course “Implementing ISO 14001 standard at facilities of the Federal Atomic Energy Agency (Rosatom)” (November 16 to 18, 2004)
Training course “Implementing ISO 14001 standard at facilities of Concern “Rosenergoatom” Duration: 3 days Organizers:US Department of Energy,Department of Nuclear and Radiation Safety of Federal Atomic Energy Agency, Concern “Rosenergoatom”,Nuclear Safety Institute of the Russian Academy of Sciences (IBRAE RAN), Moscow Institute for Advanced Training “Atomenergo” (MIPK “Atomenergo”) The training course took place on October 11 to 13, 2005 at the Training Center of MIPK “Atomenergo”. The management and key specialists in environmental protection of Rosatom, Concern "Rosenergoatom" and representatives of 9 nuclear power plants attended the training course.
Program of the Course • Detailed study of EMS elements, principles of EMS development, implementation and functioning. The second version of the ISO 14001 standard and the specifics of nuclear power plant operation in Russia were taken into account • Issues of EMS certification on compliance with the ISO 14001 requirements • Examples of environmental management practice • Experience of nuclear power plants and the "Rosenergoatom" Concern in development and implementation of environmental management systems • Practical exercises based on the model of a hypothetical nuclear power plant
Contents of the course • Business reasons for a recognized environmental management system; • Preliminary overview of ISO 14001 requirements: purpose and objectives of successful EMS; • Detailed overview of ISO 14001 requirements: the basic EMS elements; • Normative and legal regulation of environmental protection issues; • Presentation of a hypothetical NPP model; • Initial environmental review; • Environmental policy statement; • Legal and other requirements; • Environmental aspects and impacts; • Managing environmental aspects: objectives, targets and programs, and operational control; • Implementation and operation; • Checking; • EMS audit and management review; • EMS certification; • EMS: change management; • Other specifications within ISO 14000 series
Model of hypothetical NPP • General information; • Location; • Management structure; • Organizational structure of the NPP; • Qualification and experience of the personnel; • Consumers; • Suppliers; • Diagram of the NPP territory; • Main process building and structures of the NPP; • Processes and effect on the personnel; • Impact on the environment; • Handling of RAW and SNF; • Monitoring; • Labor protection; • Malfunctions in NPP operation; • Interaction with the federal and local authorities, population and media; • Introduction of international standards.
Exercises On the base of the hypothetical facility model the following exercises are developed for the training course: • Identification of legislative and normative documents concerned with various fields of the NPP’s activity; • Initial environmental review including determination of factors of harmful impact on the environment and determination of EMS boundaries for the hypothetical NPP; • Identification of environmental aspects of the hypothetical NPP and corresponding impacts on the environment, determination of the aspect significance; • Development of the environmental policy of the hypothetical NPP according to ISO 14001 standard requirements; • Determination of objectives and targets and drawing up the program; • Establishing communication with the interested parties in connection with the activity of the nuclear power plant; • Change management.
Training course “Internal audit of environmental management systems at Rosatom facilities” Duration: 3 days Organizers:US Department of Energy,Department of nuclear and radiation safety of Federal agency for atomic energy, Nuclear safety institute of the Russian academy of sciences (IBRAE RAN), Moscow institute for advanced training “Atomenergo” (MIPK “Atomenergo”) Three-day training course took place on February 28 to March 2, 2006 at the Training Center of MIPK “Atomenergo”. The management and key specialists in environmental protection of Rosatom, Concern "Rosenergoatom" and representatives of 23 Rosatom facilities (including 8 nuclear power plants) took part in the training course.
Program of the Seminar • Review of ISO 14001:2004 requirements; • Detailed study of the scope and goals of EMS internal audit, principles of auditing, management of audit programs, auditing techniques, etc.; • Consideration of examples of environmental management practice; • Consideration of experience of Rosatom facilities in EMS auditing; • Conducting practical exercises on the basis of the model of a hypothetical nuclear-fuel cycle facility.
