EC Doc. 2.5 (2)(Para. 2.5.x.1) Third session of JCOMM Marrakech, Morocco, 4 -11 November 2009. • 105 participants in the session, 39 Members/Member States, 4 international organizations. • Peter Dexter (Australia) and Alexander Frolov (Russian Federation) were elected as meteorology and oceanography co-presidents. Jean-Louis Fellous (France) ended his term.

  3. Highlights of the session (Para. 2.5.x.1) • Leading role in coordinating the implementation of an ocean observing system for climate (GOOS now meets 60% of the GCOS target); • Adoption of standards and best practices in ocean data management; • Coordination, facilitation and standardization of marine and ocean product preparation and service delivery; • Contribution to both WIGOS and WIS; • Adoption of an IMO/WMO Worldwide Metocean Information and Warning Service, and engagement in coordinating the development and certification of QMS for maritime safety services.

  4. Outcomes of the session(Para. 2.5.x.1) • The Government of the Republic of Korea had made a formal offer to host JCOMM‑IV in Yeosu in 2012, in conjunction with the 2012 World Expo (with the theme of “The living Ocean and Coast”). • The Commission adopted 5 resolutions and 16 recommendations (listed) • Terms of Reference for the Commission prepared (Draft Resolution 2.5/4 (EC-LXII)) • The terms of reference for an end-to-end, external review of JCOMM (Recommendation 15).

Terms of Reference(Para. 2.5.x.3) • ToR adjusted after the WMO/PTC meeting to adopt a common format of the WMO Technical Commissions, which would not include specific reference to Expected Results (ERs) because the meeting; “thought that ToRs should be developed at a higher level than ERs”. • ToR compliant with the general terms of reference common to all technical commissions found in Annex III to WMO General Regulation 179. • In the future, a JCOMM Operating Plan will be developed that addresses ERs. • ToR are presented on Annex 2 to draft Resolution 2.5/4 (EC-LXII)

Terms of Reference(Para. 2.5.x.3) The Joint WMO/IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) shall: Services (a) Coordinate, develop and recommend standards and procedures for the ..., application and delivery of marine meteorological and oceanographic data, information, forecasts and warnings; Observations and data management (b) Coordinate, develop and recommend standards and procedures for ... marine meteorological and oceanographic data, information and products..; Capacity building (c) Promote and facilitate the international sharing of implementing experience, transfer of technology and research uptake, and support relevant education and training to meet the capacity development .... In this regard, the Commission will give special attention to ... Least Developed Countries and Small Island Developing States.

Terms of Reference(Para. 2.5.x.3) Draft Resolution 2.5/4 (EC-LXII) DATA BUOY COOPERATION PANEL THE TECHNICAL COORDINATOR OF THE DATA BUOY COOPERATION PANEL The review of past resolutions revealed at some previous time the resolutions relating to the DBCP and the DBCP Coordinator were not properly maintained.
