Global Operational Data Link Document (GOLD) Globally harmonize data link procedures and technical specifications Presented to: RTCA SC-214/EUROCAE WG-78 Plenary 8 By: Tom Kraft, Chief Scientific and Technical Advisor for Aeronautical Communications, Aviation Safety, Federal Aviation AdministrationEmail: tom.kraft@faa.govMobile: +1-202-369-2168 Date: 24 September 2009
Overview • Introduction • GOLD change process • GOLD contents • GOLD schedule and status
GOLD introduction (1 of 3) • An Ad Hoc Working Group is developing a global operational data link document (GOLD) • Endorsed by NAT SPG and APANPIRG (Jun/Sep 08) • U.S. is coordinating efforts • Well represented by ANSPs, ICAO, IFALPA, IATA, airframe manufacturers, aircraft operators, others • The GOLD is on a fast track
GOLD introduction (2 of 3) • Globally harmonize existing data link operations • Resolve regional and/or State differences impacting seamless operations • Address performance issues with satellite data services • Intended primarily for those who are involved in planning and implementation of data link services, and day-to-day operations • Will be key to harmonizing oceanic and continental (domestic) data link operations worldwide
GOLD introduction (3 of 3) • The GOLD will effectively supersede • Guidance Material for ATS Data Link Services in North Atlantic Airspace • FANS-1/A Operations Manual (for the Asia-Pacific, South American, African-Indian Ocean Regions) • The GOLD includes provisions for the aeronautical telecommunication network (ATN) implementation in the European Region
NAT Guidance Material users • Gander • Shanwick • Reykjavik • Santa Maria • Bodø • New York
Accral Algeria Anchorage Oceanic Antananarivo (Madagascar) Atlantico Auckland Oceanic Bahrain Brisbane Canarias Casablanca Lebanon Libya Lisbon Luanda Malaysia Mauritius Melbourne Morocco Myanmar Nadi Nauru Oakland Oman FANS 1/A Operations Manual users • Colombo • Dakar Oceanic • Egypt • Emirates • Fukuoka • Honiara • India • Indonesia • Iraq • Johannesburg Oceanic • Jordan • Kuwait • Palestinian Gaza • Qatar • Sal • Saudi Arabia • Seychelles • Singapore • Sudan • Syria • Tahiti • Thailand • Tunisia • Yemen
GOLD change process (1 of 3) • After a planning and implementation regional group (PIRG) has endorsed the initial release of the GOLD, it will be maintained as a regional document in coordination with participating PIRGs providing data link services within their region. Each PIRG will establish a mechanism for submitting and administering change proposals.
GOLD change process (2 of 3) • Any stakeholder will be able to submit a change proposal to their ICAO regional office. The ICAO regional office will coordinate the change proposal within its own region, other regions, and ICAO HQ, to determine the acceptability of the change proposal. Once coordination has been completed and the change proposal is accepted, the change will be concluded by the PIRGs.
GOLD change process (3 of 3) • Until such time, the ad hoc working group is soliciting review and comment on a draft version of the GOLD, v0.5.0, to ensure the best quality and usability of its initial release as a regional document.
GOLD contents (1 of 3) • Definitions – Chapter 1 • Overview of data link operations – Chapter 2 • Guidelines • Planning and implementation – Chapter 3 • Data link operations – controller, radio operator – Chapter 4 • Data link operations – flight crew – Chapter 5 • Advanced data link operations – DARP and TA – Chapter 6 • State aircraft data link operations, e.g., MARSA and air-to-air refueling – Chapter 7
GOLD contents (2 of 3) • Supporting Appendices • CPDLC message elements and standardized free text messages - Appendix A • Performance specifications • RCP for CPDLC – Appendix B • Required performance for ADS-C and FMC WPR – Appendix C • Post-implementation monitoring and corrective action – Appendix D • Region/State specific information – Appendix E • Operator/Aircraft specific information – Appendix F
GOLD contents (3 of 3) • Some editorial work remains, such as consistent use of terminology and definitions • Deferred items • Use of satellite voice for ATC communications • Oceanic clearance delivery using ACARS ARINC 623 data link application • Use of CPDLC free text to convey turbulence information • Consideration of implementation strategy guidelines provided at Appendix H to the FIT BOB/10 report • Appendix E and F need to be completed
