  12. Crash Summary Over 42 month period: • 66 total crashes • 1 fatality • 19 crashes with injuries (23 injuries) • 6 pedestrian/bicycle/motorcycle crashes • 53 daytime crashes, 13 nighttime crashes • 59 crashes with dry conditions, 7 crashes with wet conditions

  14. Vehicle Gap Size Analysis Minimum gap required for safe pedestrian crossing at 20th Street(5 lanes/60 feet) – 27 seconds “…pedestrians would have enough gaps to cross one direction at a time, but not both the directions in one stretch.”

Qualitative Assessment • With 14 marked crosswalks within the 3.05 mile project length, the spacing between them averages 1,240 ft • Sidewalks are not continuous throughout the project limits • Horizontal curve between 5th Av and 6th Av limits sight distance • Ponding occurs on crosswalks after rains • No paved shoulders from 27th Av to 7th Av; bicyclists and motorists must share lane or use sidewalk • 85th percentile speeds: 50 mph from city limit to 27th Av and 48 mph from 27th Av to 3rd Av • From observations in the field (and from gap study), it appears difficult for pedestrians to cross the 5-lane section • None of the existing mid-block crosswalks showed sufficient pedestrian crossing volume to warrant a mid-block crosswalk

Atlantic Avenue between 27th Avenue and 7th Avenue • Install Rectangular Rapid Flashing Beacons (RRFBs) • Supply Pedestrian Flags • Install Median Refuge Islands • Install Advance Yield Markings with Signs • Install Additional Marked Crosswalks at Intersections • Install On-Street Parking • Reduce Vehicular Travel Speed
