FP6 New Instruments • FP6 introduces new instruments to carry out R&T activities: • Network of excellence (involvement of Research Centres) • Integrated Project (IP) • Specific Targeted Research Projects (STP) • Article 169: “In implementing the multiannual framework programme the Community may make provision, in agreement with the Member States concerned, for participation in research and development programmes undertaken by several Member States, including participation in the structures created for the execution of those programmes “
Principles guiding the design of the new instruments. • Simplification and streamlining • to minimise the overheads for all concerned whether applicant, contractor or the Commission • to speed up procedures, especially time-to-contract • Flexibility and adaptability • to enable instruments to be applicable throughout the priority themes • to enable projects to evolve (more flexibility to change internal organisation, execution plan, partnership, funding distribution, …) • Increased management autonomy • to eliminate unnecessary micromanagement • While preserving public accountability and protecting interests of the Community
FP6 Calls and budget FP6 Calls and budget Aeronautics Budget (780 M€ ) = DGRTD 690 M€ +DGTREN 90 M€ . Of which 150 M€ for ATM
Vision 2020 • Produced by the Group of Personalities (GoP) in January 2001 • Protection of the environment, both on a local and global scale • Assurance of the highest safety levels • Provision of the required air transport system capacity • Provision of superior passenger comfort and service quality • Assurance of affordability and industrial competitiveness
ARTE 21 Target Concepts Target Concepts are designed to meet GoP challenges as shown : GoP Challenge Target Concept Target Concept Goals - Environment - The Green Aircraft Per passenger kilometre : 50% cut in CO 2 and 80% in NOX Noise nuisance = large city environment Reduce impact on global environment - Safety - The Safe Aircraft Operation Five fold reduction in accident rate - Capacity & Delay - On Time Aircraft Operation 99% of all flights < 15 min. delay, in all - ATM of the Future weather - Airport of the future - Passenger Comfort - The Passenger Friendly Aircraft Wait at gate <15 min for short haul Operation Wait at gate <30 min for long haul Stress free travel with home/work services Increase choice of flights/locations - Affordability/Industry - The Competitive Aircraft Steady and continuous fall in travel charge Competitiveness - The Competitive Enterprise Capture 50% of market Basic Research & Technology Needs Integration & Validation Needs
