Our Process • Distribute Materials • Brief RFP Changes and Scoring Techniques • Confirm no Conflicts of Interest • Individuals Score Applications • Admin Consolidates Scores by Grant Program • Resolve any Splits between Members • Finalize Scores and Send Results to EFI • Debrief EFI
Our Recommendations • Emphasize in the DIG RFP that: • “Criteria for increasing base efficiencies and military value" must be specifically/quantitatively addressed • Writers should use the “What, so what” technique • Emphasize RFP Grading formula: • Past Performance is very important • Local Economic Impact, and • Leveraging Funds from other sources
Recommendations (Cont) • Change RFP to state: • For DRG -- List specific Measures of Effectiveness (MOE) to support each funding request (how each applicant plans to measure how well they are doing) • Ask DRG writers to get with DIG writers (DRG were much better—read and re-read applications) • DIG versus DRG applications are scored on their own merit against the competition • DIG max application amount of $250K and total Grant amount of $500K seemed a mismatched • EFI should meet at least annually with “high ranking” retired military officials to discuss state’s opportunities / needs
