Is it possible to move, just ignoring Hu Kou? No, during 1960’s and 1970’s. Because: (1) Illegal to stay, and will be sent back to the origin (2) Without Hu Kou, almost impossible to get food, cloth, meat, cooking oil, …
Sharpe increase of the # of people living away from their Hu Kou since mid 1980’s Reasons for the Sharp increase: huge amount of surplus agricultural labor labor demand in cities sufficient supply of food, etc relatively loosening of control over migration
Floating Population emerged as a new concept, in late 1980s Floating Population: people who leave their place of Hu Kou and live (for long enough, e.g. 6+ months) in another place, but don’t have the Hu Kou of the latter place
young adults:80% aged 15~34, huge demand for public service of RH
However, public services for floating population are far from satisfactory.Some examples
Data collected by China Pop and Development Research Center Only 29% of floaters understand the ways of transmission of HIV/AIDS correctly, though 95% of them know HIV/AIDS
Only 60% of floaters can get free (required by policy) contraceptives in the hosting cities
¼ of floating women don’t have prenatal medical check. • About 30% of floating women producing their children in their home. • Only 30% of floating parents can get their “only-child stipend” in time.
Majority of floating women (74.23% ) don’t receive medical personnel’s/family planning worker’s visit within one month after childbearing. • Majority of floating women (81.83%) don’t receive medical personnel’s/family planning worker’s visit after abortion operation.
Major reasons for the vulnerable status for public services for the floating pop Public services such as education, health care were for a long time provided for people with local HK, floating population not taken into account. Sharp increase of size and the geographically uneven distribution of floating population make the situation even worse.

How to improve public services for the floating population To treat the floating population equally, State Council (2006) Should be implemented in practice. Reform of HK system Central government should input more resources Hosting cities should treat equally the floating population and people with local HK, take the responsibilities to provide public services.
