PRR 441 – Protocol Revision Implementation • Provides more information about PRR implementation • Allows PRS the opportunity to review alternative implementation options • Requires additional 4 FTEs plus added time for other ERCOT staff • Effective upon ERCOT staffing • Unanimously approved by TAC
PRR 449 – Successful Validation Response • Provides response to TDSPs for successful data loading or cancellation • ERCOT computer system input mitigated because changes are “in flight” as part of other projects • Effective upon system implementation (December 1, 2003?) • Unanimously approved by TAC
PRR 450 – BLT Generic Cost Fix…..The Sequel • Reinstates generic cost category for Block Load Transfers—inadvertently eliminated in PRR 371 • Effective upon system implementation—part of existing system projects for PRR 371 • Unanimously approved by TAC
PRR 453 – Black Start Service Voice Communication • Bid date moves from October to June • ERCOT can evaluate and specify necessary communication facilities • May require ERCOT to install back-up communications with TDSPs • Effective December 1, 2003 • Unanimously approved by TAC
PRR 454 – OOME Off-Line • When a unit receives and OOME instruction that would force it off-line, ERCOT will provide OOME instructions until the unit was scheduled to come off-line, or an OOMC instruction when requested to return on-line • Provides cost recovery for start-up after being instructed off-line and then on-line • Impacts ERCOT computer systems and staffing if manual work-around • Portion effective December 1, 2003, the remainder upon system implementation • Unanimously approved by TAC with revisions to allow immediate implementation
PRR 456 – Short Pay QSE Identity Disclosure • Identifies the short-pay QSE and associated dollar amounts of the short-pay • No impacts • Effective December 1, 2003 • Unanimously approved by TAC
PRR 457 – BES Down Requirement Revision • Changes the BES Down requirement to apply to MW capability above the QSE’s Low Operating Limit for the units operating in the QSE’s portfolio • Impact could result in fewer BES Down bids in the stack • Effective December 1, 2003 • Unanimously approved by TAC with modified implementation date
PRR 463 – PCR Allocation Regarding the TCR Ownership Limit • Clarifies that PCRs will not exceed 25% of the total TCRs on any CSC in a single direction • Clarifies that the ownership limit applies to PCRs • No impacts • Effective December 1, 2003 • Unanimously approved by TAC with clarifying revision
PRR 452 – Unavailable Units and RMR Agreements • Generation Entity must notify ERCOT it’s suspending operations within 3 days • ERCOT will regard notice as application for RMR status and evaluate need • If RMR status is needed, ERCOT and Generation Entity will negotiate for 30 days • If no agreement within the period, Generation Entity may cease or suspend operations
PRR 452 – Unavailable Units and RMR Agreements (cont) • Effective December 1, 2003 – Expires March 31, 2004 • Approved by TAC by a vote of 24-6 • Bill B. asked to lead a group to develop a follow-up PRR to address what happens at the end of the negotiation period if ERCOT and the Generation Entity cannot come to an agreement.
PRR 455 – Liability for QSE Defaults and ERCOT Fee • Allocates responsibility for QSE defaults and the ERCOT fee to both Loads and Resources • PRS recommended rejection • Appeal for TAC reconsideration by Green Mountain • TAC evenly split whether to accept or reject (15-14-1 vs. 15-13-2) • Motion to remand and split into 2 PRRs , brought to TAC in January, failed (18-10-1)
