History • May 15, 2006 report on food handling passed by Toronto Board of Health • June 27, 2006 passed by Toronto City Council • July 27, 2006 by-law enacted with a September 1, 2006 implementation date (Industry consultation occurred during this process with TrainCan Inc, CCGD, ORHMA, CRFA, and others over a 10 month period prior to this implementation)
By Law 678-2006 By-law amends Municipal Code 545 – Licencing -Mandatory certification of food handlers -Accreditation of training and certification Programs -Updates food handler permits for refreshment Vehicles
Mandatory Food Handler Certification - TPH Every owner/keeper of an eating and drinking establishment ensure that there is, at all times when the establishment is operating, at least one certified food handler working in a supervisory capacity in the area of the premises where food is prepared, processed, served, packaged or stored
100 % Refreshment Vehicles Where Chapter 545 currently mandates that all people working in a refreshment vehicle must hold a valid food handler certificate sells or handles refreshments working in a refreshment vehicle from which ice cream, ice cream cones, frozen desserts and other frozen confections are sold
Municipal Code Chapter 441 - Fees • Revised and new fees for TPH courses Fees with TPH will be $70.00 for course, exam and certificate $30.00 for exam and certificate
Expiry and ID • The food handler certificate along with government issued photo identification must be shown upon request by the Medical Officer of Health or his or her designate or the Municipal Licensing and Standards Division • Food Handler Certificate valid for 5 years

TrainCan Programs and Accreditation TrainCan has made application for approval of all 3 of our programs, we anticipate no difficulties. Once approved TrainCan will receive a certificate issued by the Medical Officer of Health recognizing the equivalency of the programs.
$5.00 Food Handler Certificate Application All holders of any third party TPH approved certificate dated after September 1, 2006 must complete and submitt a TPH Food Handler Certficate Application Form along with a $5.00 payment. (TPH is not yet set up to handle this, Sept 06)
Enforcement by TPH TPH is applying to the Attorney General to enact enforcement into the legal system for Part 1 – Tickets TPH would be able to issue tickets on the spot.
TPH Enforcement Target Date The by–law will be phased in and food establishment compliance will differ depending on how many times per year your establishment is required to be inspected.
WHEN? The TPH starting point will be with establishmnets that are inspected three times per year. They will require staff to be compliant with deadlines staggared between February 28, 2007 and October 31, 2007. Your health inpsector will supply you with your official compliance date.
